RECOMMENDED ACTION: Housing and Redevelopment Commission adopt Resolution No. 147 approving Section 8 Housing Certificate Program Annual Contributions Contract No. SF-535(E) and authorizing the Commission Chair to execute the contract. ITEM EXPLANATION: The Cit,ylof:Carlsbad!has, received from the,U.S. Department of Housing and Urban Development the 'proposedrevised Annual Contributions-Contract (ACC) for execution. The ACC is part of .the on going Section 8 Housing Program and is periodically revised by HUD to reflect changes. I Part I of the Annual Contributions Contract has been modified.to< include a-new Exhibit I which shows individual project information, including the ACC term for each projecttfunded'out of appropriations after Federal Fiscal Year 1987. The new contract also extends the term of the ACC to October 28, 1991. This contract consists of the new Part I for the Housing Certificate Program and Part II Standard Terms and Conditions covering the Housing Certificate and Voucher Programs. EXHIBITS: 1. CUTION WHEREAS, the Housing and Redevelopment Commission of the City of Carlsbad ("PA"") desires to enter into a superseding Section 8 Annual Contributions Contract ("CCC") with the United States of America ("Government") for the Section 8 Existing Housing Certificate Program. WHEREAS, the Section 8 ACC must now be revised so that it will consist of the following parts: a. Superseding Part I of the ACC, HUD 52520B (8/88 applicable to the Section 8 Existing Housing Certificate Program; 1, b. Exhibit I, Projects Appropriated Before Federal Fiscal Year 1988; C. Exhibit II, Projects Appropriated in Federal Fiscal Year 1988 and Later Years. NOW, THEREFORE BE IT RESOLVED by the PHA, as follows: 1. The SUPERSEDING Part I of the ACC, together with Exhibits I and II, for the Housing Certificate program are hereby approved and accepted. The Chair or Acting Chair is hereby authorized and directed to execute the counterparts of the ACC on behalf of the PHA, and the Secretary is hereby authorized to impress the official seal of the PHA on each such counterpart and to forwarc such executed counterparts to the Government together with such other documents evidencing the approval and authorizing the execution thereof, as may be required by the Government. 2.
