RED/MP I DOWNTOWN PARKING LOTS PROJECT NO. 3291 RECOMMENDED ACTION: Adopt Resolution No. 149 accepting bids and awarding a contract for the construction of three (3) parking lots in downtown Carlsbad. ITEM EXPLANATION On May 16, 1989, the Housing and Redevelopment Commission approved plans and specifications and authorized advertisement of construction bids for the Downtown Parking Lots. On July 13, 1989, the following three (3) bids were received: South Coast Asphalt, Incorporated $ 255,404.82 ABC Construction, Incorporated $ 257,OOO.OO William J. Kirchnavy Construction, Incorporated $ 257,748.36 References have been verified on the low bidder, and staff recommends award of this contract to South Coast Asphalt, Incorporated. Construction will begin in September and will be completed in November, 1989. On July 10, 1989, the Traffic Safety Commission recommended that Elm Avenue be striped with four lanes between Washington Street and Harding Street to improve traffic circulation. The increase from two to four lanes requires removal of the parking on Elm Avenue. The Housing and Redevelopment Commission and the Traffic Safety Commission have determined as a matter of policy that the Elm Avenue parking should not be permanently removed until replacement off-street parking is constructed. This parking will be provided by the Downtown Parking Lot Project. Staff is preparing an Elm Avenue restriping plan for construction in December, 1989. The restriping of Elm Avenue is scheduled to occur after the parking lots are opened and an asphalt overlay of Elm Avenue is completed as a part of the current Streetscape construction. Staff will draft for the City CouncilIs approval the necessary ordinance restricting Elm Avenue parking when the prerequisite construction is complete. The current Phase II Streetscape construction will temporarily disrupt parking on the south side of Elm Avenue between Carlsbad Boulevard and Washington Street beginning in September. Staff anticipates that by that date, the Village Faire development will be sufficiently complete to allow on-street parking to resume on the north side of Elm Avenue. 2 The three (3) parking lots will be fully landscaped at driveway entrances and will have perimeter planters with shrubs, flowering vines, and Magnolia trees. Decorative brick pavers will be installed at the Elm Avenue entrance to the train depot lot and at the State Street entrance to the lot between Elm and Oak Avenues. The train depot parking lot and the Washington Street parking lot will be screened from the adjacent railroad tracks by vines on chain link fencing. The State Street parking lot will be constructed at a former auto body repair yard. Four rows of a new perpendicular parking will connect State Street and the existing parking lot immediately east of the railroad tracks. The existing parking between Elm Avenue and the AT&SF Train Depot will be widened toward the railroad tracks to make room for an additional row of angle spaces. The existing haphazard alley parking will be re-striped for additional spaces. The parking lot in the railroad right-of-way immediately east of Washington Street will consist of two rows of angle spaces behind the church on Elm Avenue. Cars will enter the parking lot from Washington Street and exit at Oak Avenue. All three (3) parking lots will have handicapped parking. ENVIRONMENTAL REVIEW: The Planning Director issued a negative declaration for the entire Streetscape project on January 20, 1988, finding the project to be consistent with the implementation of the California Environmental Quality Act (CEQA) and the environmental protection ordinances of the City of Carlsbad. This negative declaration was subsequently certified by the Housing and Redevelopment Commission on February 2, 1988. - COASTAL DEVELOPMENT PERMIT: The California Coastal Commission has issued permit authority to the City of Carlsbad for all projects within the Carlsbad Redevelopment area. The Coastal Redevelopment Permit for the Downtown Parking Lots (CDP 88-10) was approved by the Housing and Redevelopment Commission on February 21, 1989. PROPOSITION Ii REOUIREMENTS: The multi-phased Downtown Streetscape project is to be funded from proceeds of a completed tax allocation bond sale which is a source of funds exempt from the City's Proposition H limitations regarding Capital facility construction in excess of $l,OOO,OOO. GENERAL PLAN CONSISTENCY: The Planning Commission formally adopted Resolution No. 2696 on October 21, 1987, determining the Carlsbad Capital Improvement Program for the 1987-88 budget year, which included the Carlsbad Streetscape project, was in conformance with the City's General Plan. FISCAL IMPACT: Appropriations for parking lots from the tax increment were $950,000. Expenditures to date are as follows: Lease (Baumgartner) Design Engineering Overload Miscellaneous $400,000 22,550 4,431 115 $427,096 The available balance is $522,904. This agenda bill approves the following expenditures: Construction $255,404 Construction Contingency 51,080 Project Administration and Inspection 25,966 Bid Documents, Miscellaneous 5.000 The available balance after these expenditures will be $185,454. Redevelopment intends to use this available balance to pay the leases on the railroad property for roughly eight years. Afterwards, the leases will have to be paid from other funds. EXHIBITS: 1. NOW, THEREFORE, BE IT RESOLVED, by the Housing and Redevelopment Commission of the City of Carlsbad, California as follows: 1. That all above recitations are true and correct. 2. That the low bid submitted by South Coast Asphalt, Incorporated, in the amount of $255,404.82 is hereby accepted and the Chairperson of the Housing and Redevelopment Commission and the Secretary are hereby authorized to execute . a contract hereafter. 3.
