HD.~ CITY AlTY CITY MGR. ~ - RECOMMENDED ACTION: If Housing and Redevelopment Commission concurs, your action is to direct staff to complete a Housing Trust Fund plan and return to Commi ssi on. ITEM EXPLANATION: The staff and the Housing and Redevelopment Advisory Ccmmittee have been studying possible strategies for dealing with the problem of the homeless and low-income housing. An interdepartmental task force has also been established to study affordable housing impacting all economic levels. In October 1989, staff presented Housing and Redevelopment Advisory Committee with a report on the status of homeless in Carlsbad. As a result of the discussions and study the Committee has recommended to the Housing and Redevelopment Commission, the sxploration of several options for housing the homeless and low-income. These are a low income housing voucher program, a homeless prevention emergency fund, and contracting with a social services referral and counseling service . One mechanism for establishing low income housing programs as well as affordable housing programs is the establishment of a Housing Trust Fund. Funding could come from the Tax Increment 20% Housing Set Aside, Community Development Block Grant, and various other sources. Staff recommends that the Housing and Redevelopment Commission direct the staff to complete a plan for the Housing and Redevelopment Commission which could be used to fund housing programs for all target groups from homeless to moderate-income persons (up to 120% of County median income). As part of the plan staff will investigate programs for a low-income housing voucher program, a homeless prevention emergency fund, and contracting with a social services referral and counseling service as part of the Housing Trust Fund. All eligible programs will be presented to Housing and Redevelopment Commission on a case by case basis for approval. Programs may be incorporated into the Housing Element of General Plan which is being reviewed at this time. Programs are not limited to those mentioned. FISCAL IMPACT: No fiscal impact. Future programs could incur funding obligations from Redevelopment Set-aside, CDBG, General Fund or other sources. EXHI BIT : 1. Memo dated December 4, 1989.
