I ITEM EXPLANATION: On May 16, 1989, the Housing and Redevelopment Commission awarded a construction contract for Phase II of the Streetscape program. At the time of award, the Commission also authorized the Purchasing Officer to issue a purchase order in the amount of $80,000 to CIA Engineering, Incorporated, for consultant resident inspection services during the Phase I and Phase II Streetscape construction. The City is charged a standard hourly rate for the full-time use of an experienced construction inspector according to the Consultant Agreement approved by the City Council on March 7, 1989. Originally, it was anticipated that one full-time inspector would service both the Phase I and Phase II Streetscape construction. However, during much of the construction, it proved impossible for one inspector to monitor workmanship and measure pay quantities for several different trades scattered over a mile long project. Therefore, two inspectors from CIA Engineering worked the project most of the time. Staff feels that a more closely monitored installation results in a better quality of finished improvements. Staff requests authorization to increase the purchase order to CIA Engineering, Incorporated, from $80,00Oto $120,000 for Streetscape inspection services. This amount is sufficient to provide inspection manpower for the duration of the Phase II construction, which will last until March 1990. FISCAL IMPACT: The $12,000,000 Redevelopment Tax Allocation Bond issue resulted in $10,390,000 available to fund capital projects. These bond funds were allocated according to the original planned budget for each project. Page 2 of Agenda Bill No. /4 However, as previously stated in Resolution Nos. 141 and 142, on May 16, 1989 there are inadequate bond proceeds to fund all planned projects. The insufficiency is shown in Phase V Streetscape (Elm Avenue) where budgeted costs total $2.2 million and available bond funds total $1.64 million, a deficiency of $560,000 less any surplus available from the Downtown Parking Program. For this agenda bill, funds in the amount of $3,050,000 are currently appropriated to Account No. 811-820-1880-3288 for Phases I and II of the Streetscape program. The current unencumbered available balance is $104,000. This increase will leave $64,000 available for additional change orders or modifications to Phases I and II of the Streetscape project. If these funds are exhausted, an additional source of funding will be needed. Any transfer of funds from later phases will increase the amount of funds required from sources other than the Tax Allocation Bond Program. EXHIBITS: 1. RESOLUTION NO. 159 A RESOLUTION OF THE HOUSING AND REDEVELOPMENT COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING AN INCREASE IN THE PURCHASE ORDER FOR INSPECTION SERVICES DURING STREETSCAPE PHASE II IMPROVEMENTS, PROJECT NO. 3288 WHEREAS, the construction of the Phase II of the Streetscape Improvement project requires additional inspection manpower to bring the work to satisfactory completion: and WHEREAS, there is a current unencumbered balance in the project account. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Commission of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the Commission does hereby authorize an increase in the Streetscape Phase II project budget of $40,000 for said additional inspection services with funds being available in the overall Streetscape Project Account No. 811-820-1880-3288.
