ITEM EXPLANATION: The construction of the three (3) downtown parking lots comprising the downtown Streetscape Phase III have been satisfactorily completed. Included are paved parking stalls, concrete curbing, landscaping, lighting and decorative brick work. The parking lots were constructed to implement the policy decision of the Housing and RedevelopmentCommissionthatequivalentoff-streetreplacement parking would be obtained before parking is removed from Carlsbad Village Drive/Elm Avenue. The parking lots were opened for public use on November 22, 1989. The new parking spaces are distributed as follows: Location 3045 State Street AT&SF Train Depot AT&SF Property along Washington Street Additional Snaces 46 17 36 TOTAL 102 Attached for the Commission's review and approval is project Change Order No. 5 in the amount of $15,479. for additional excavation and off-site disposal of extra soil and other materials generated from the grading of the Washington Street parking lot. The additional excavation was necessary to completing the parking lot at an elevation sufficient to allow adequate drainage. Staff recommends approval of Change Order No. 5. Staff recommends that the construction of the three (3) downtown parking lots, Streetscape Phase III, be formally accepted and the Notice of Completion recorded. FISCAL IMPACT: A summary of the final project costs for the Phase III portion of the Streetscape project is as follows: Construction $301,411 Design 22,550 Construction-Inspection and Administration 25,000 Utility Services 2,692 Subtotal $351,653 Page 2 of Agenda Bill No. /5+ Lease Expenditures $400,000 Total Project Expenditures $751,653 Project Budget $950,000 Project Surplus $198,347 The $198,347 difference between the budgeted cost of the Downtown Parking Program and actual expenditures will be retained for future Streetscape projects. A specific recommendation will be made prior to the award of Phase IV Streetscape (Sculpture Park) construction. The Housing and Redevelopment Department is continuing to look for additional parking in the downtown area and may use a portion of the remaining funds for this project. EXHIBITS: 1. NOW THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Commission of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That Change Order No. 5 in the amount of $15,479 is hereby approved and the Housing and Redevelopment Commission Chairman is authorized to sign on behalf of the Commission. Following signature of Change Order No. 5, the City Clerk is directed to return the original of said document to Municipal Projects for processing. 3.
