SECTION 8 BUDGET TO INCLUDE PORTABLE
VOUCHERS AND APPROPRIATION OF FUNDS
RECOMMENDED ACTION:
If the Housing and Redevelopment Commission concurs, your action
is to adopt Resolution No. 165, approving an appropriation of
$24,000 for the FY 1989-90 Housing Portable Voucher Budget and
authorizing the Finance Director to appropriate funds.
ITEM EXPLANATION
The HUD Section 8 Voucher Program includes a “portable voucher” component which permits participants to take their voucher from housing authority to housing authority. There is no geographical
restriction to transfer of these vouchers.
When portable vouchers are received in the City of Carlsbad, they are processed as any other Section 8 participant. The City is reimbursed from the original initiating agency for housing payment costs plus a percentage for administrative fees.
Currently, five families are residing in Carlsbad using vouchers issued from other housing agencies (ie., portable vouchers). The number of voucher holders in any fiscal year can vary. In order to provide sufficient funds to cover portable housing vouchers through June 30, 1990, the Housing and Redevelopment
Commission is asked to authorize an appropriation of $24,000 to
the Housing Portable Voucher Budget and to direct the Finance
Director to transfer the funds.
FISCAL IMPACT
There is no net cost to the City. The City will be reimbursed from other agencies to cover all expenditures.

A RESOLUTION OF THE HOUSING AND REDEVELOPMENT COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE FY 1989-90 HOUSING SECTION 8 BUDGET TO INCLUDE PORTABLE VOUCHERS AND AUTHORIZING APPROPRIATION OF FUNDS.
WHEREAS, the U.S. Department of Housing and Urban
Development requires housing authorities to accept tenants
holding vouchers issued by other housing authorities; and
WHEREAS, the City of Carlsbad pays the Housing
Assistance Payments prior to receiving reimbursement from
the initiating housing authority; and
WHEREAS, the original FY 1989-90 Budget did not include
an allocation for portable vouchers.
NOW, THEREFORE, BE IT HEREBY RESOLVED, by the Housing
and Redevelopment Commission of the City of Carlsbad,
California, as follows:
1. The Housing and Redevelopment Commission hereby approves the appropriation of $24,000 to be allocated to the following accounts:
131-840-3320-2351 $21,000
131-840-3320-2485 $ 2,700
131-840-3320-2550 $ 300
$24,000
2. The Housing and Redevelopment Commission hereby authorizes the Finance Director to appropriate funds.
