ITEM EXPLANATION: On March 21, 1990, the City received approval from the Department of Housing and Urban Development for revised Section 8 Certificate and Voucher Program budgets. The revised Section 8 Certificate Program budget reflects an additional $146,289 in funding for 22 new units received October 1989. The revised Voucher Program budget reflects an increase in funding of $25,340 for the utilized 25 units within the Voucher Program. The increase in the number of new units in the Section 8 Certificate Program and the increase in the number of issued vouchers allows the City of Carlsbad to increase the budgets of both the Section 8 Certificate and Voucher Programs. FISCAL IMPACT: Revisions will increase the Section 8 Certificate Program budget by $146,289 and the Voucher Program budget by $25,340 for a total grant increase of $171,629. The City will receive an additional $171,629 in Federal funds to administer the Section 8 Certificate and Voucher Programs. Section 8 Certificate Program: From $1,537,707 to $1,683,996 for an increase of $146,289. B. Voucher Program: From $114,385 to $139,725 for an increase of $25,340. The Section 8 Housing Assistance Program is a United States Department of Housing and Urban Development (HUD) Program that is Federally funded and administered through City or County Housing Authorities. The rental units are not owned by the government. The program only assists with rent payments making it possible for low-income families, senior citizens, and disabled individuals to obtain adequate rental housing. The program has two categories: Section 8 Certificates and Section 8 Vouchers. What is the difference between Section 8 Certificates and Section 8 Vouchers? Section 8 Certificates are issued to applicants who must rent housing units within the boundary of the issuing authority, i.e., City or County. The rent may not exceed the Fair Market Rent (FMR) limits set by HUD, less the utility allowance. The individual’s portion of the monthly rent may not exceed 30% of their monthly income. Section 8 Vouchers are portable which permits the applicant to rent a housing unit anywhere in the continental United States. The issuing Housing Authority (Carlsbad, County of San Diego, Denver, etc.) then works with the receiving Housing Authority where the applicant has moved, for payment of the monthly Housing Assistance Payment. The rent may exceed Payment Standards. The amount of rent the applicant would pay could be higher than 30% of their monthly income. How does a person qualify for the program? In order to be eligible for the Section 8 Program, you must meet the following requirements: You must be: Handicapped or disabled OR, Elderly, at least 62 years old OR, Two or more persons related by blood or marriage, or who are in a stable relationship. The family income must fall below the maximum limits for family size which is set by HUD: 1 $ 13,600 5 $ 21,000 2 15,550 6 22,550 3 17,550 7 24,100 4 19,450 8 or 8+ 25,650 How many people does Carlsbad assist? Presently, the City of Carlsbad assists a total of 358 families: 333 with Certificates and 25 with Vouchers. Approximately 52% of those assisted are Seniors, Handicapped, or Disabled persons. As of April 23, 1990, Carlsbad’s FMRs were adjusted to $568 for a one-bedroom unit, $734 for a two-bedroom unit, $912 for a three- bedroom unit, and $1020 for four-bedroom unit.
