ITEM EXPLANATION: On May 22, 1990, the Housing and Redevelopment Commission adopted Resolution No. 169, approving a lease, with purchase option, with the property owner of the northeast corner of Carlsbad Village Drive and Roosevelt Street. The property is to be used for additional parking in the Downtown Village area as part of the Carlsbad Boulevard/Carlsbad Village Drive Streetscape. Final project plans, specifications, and contract documents have been completed for this project and are ready for advertisement of construction bids. The parking lot will accommodate 55 parking spaces within the 17,500 square foot parcel of land. Landscaping compatible with the established Streetscape theme will surround the lot on all four sides. Pole mounted lighting will be installed to illuminate the parking lot at night. Primary access to the parking lot will be from Roosevelt Street with secondary access from the alley between Roosevelt Street and Madison Street. The two (2) large palm trees that presently sit on the site will be relocated to the northwest corner of the property. On September 19, 1990, the Design Review Board formally recommended approval of this project. Construction of the project is anticipated to begin by December 1, 1990 and require thirty (30) days to complete. Staff recommends approval of the project plans and specifications and authorization to solicit bids for construction. ENVIRONMENTAL REVIEW: The Pianning Director has issued a Negative Environmental Declaration for this project, dated August 16, 1990, finding it to have no adverse environmental impacts and consistent with the implementation of the California Environmental Quality Act (CEQA) and the environmental protection ordinances of the City of Carlsbad. Staff recommends approval and certification of this Negative Environmental Declaration. . -. Page 2 of Agenda Bill No. COASTAL DEVELOPMENT PERMIT: The California Coastal Commission has issued permit authority to the City of Carlsbad for all projects within the Carlsbad Redevelopment area. The Design Review Board formally adopted Resolution No. 157 on September 19, 1990, determining this project to be in compliance with the Village Redevelopment Segment of the Carlsbad Local Coastal Program. Staff recommends approval and issuance of the Coastal Development Permit for this project. REDEVELOPMENT PERMIT: The Design Review Board formally adopted Resolution No. 156 on September 19, 1990, determining this project to be in compliance with the goals and policies of the City's General Plan, the Village Design Manual, and the Redevelopment Plan. The parking lot is conditioned through the Redevelopment Permit to prohibit its use from meeting off-street parking requirements for other land uses in the Village Redevelopment area unless a formal amendment to the Local Coastal Program is approved by the California Coastal Commission. Staff recommends approval and issuance of the Redevelopment Permit for this project. FISCAL IMPACT: The cost estimate for design and construction of the project is $250,000. This estimate includes engineering design, construction, construction contingency, inspection, geotechnical testing, utilities and project administration. $198,000 of unencumbered funds from the Tax Allocation Bond sale together with $52,000 from the current fiscal Redevelopment operating budget have been previously appropriated by the Commission for this project. Actual project costs will be determined following solicitation of competitive construction bids. The Carlsbad Village Drive and Roosevelt Street Parking Lot is part of the overall capital program pursued in the Redevelopment area funded from the issuance of $12 million in tax allocation bonds in 1988. This bond issue provided approximately $10.6 million in construction funds for three projects including Streetscape, Parking Lots and Senior Center. Council may recall from previous agenda bills that the total cost of these projects is estimated to exceed funds available by approximately $600,000 to $700,000. In the case of the Carlsbad Village Drive and Roosevelt Street Parking Lot, Council has authorized staff to spend $198,000 from bond proceeds and $52,000 from current Redevelopment operating revenue. Page 3 of Agenda Bill No. -h&Z When these bonds were issued in 1988, the Redevelopment Agency received approximately $6.6 million immediately with approximately $3.95 million being set aside in escrow to be drawn upon as the tax increment income to the Redevelopment Agency increase. The Agency has until February 15, 1991 to withdraw funds from the escrow account. The amount to be withdrawn from the escrow account will depend on the increases and the tax increment income derived from property value increases within the Redevelopment area. At this time, it is uncertain whether the Agency will be able to draw the full amount of funds currently held in escrow. Between now and the end of the calendar year, the staff will work with the trustee, bond insurer and bond counsel to attempt to get an extension on the deadline for withdrawal of all funds. In the event that funds cannot be withdrawn by February 15, 1991 and no extension can be granted by the agencies listed, the Redevelopment Commission and City Council may have to reconsider funding alternatives for the final phase of the Streetscape program. The final phase includes the construction of a storm drain and the improvements along Carlsbad Village Drive from the railroad tracks to Interstate 5. Any decrease in funding available from the bond issue or any increases in the construction cost of this project will decrease the amount of funds available for the construction of the final phase. Most - people haven’t, but 1 became aware of it recently because our eldest daughter is caught up in an addic- tive relationship right now and it’s destroying her life. In a normal love relationship, both partners maintain their own identities. They continue to pursue their own goals, maintain their own friends, think and decide things for themselves. A healthy relationship brings out the best in each person, they grow emotionally and spiritu- ally, they are happy and this happi- ness spills over to their friends and relatives. An addictive love relationship is vastly different. Like any addict, love addicts center their entire life around the “object” of their addic- tion. They will not do what they want if it conflicts with their object. They stop growing and begin to iso- late themselves from family and friends and any outside involve- ment that takes them away from their love object. All goals and pur- suits are based solely on what the “other” wants. The partners cease to be individuals and can function only as a couple. Like drug addicts, love addicts will abandon family, work, friends, anything they fear may keep them from their addic- tion. Our daughter began dating a boy shortly before her 17th birthday. Tween 12 And 20 ROBERT WALLACE, Ed. D. We were happy for her because she had not gone out with many boys and he seemed very nice. For her 17th birthday my daugh- ter received an engagement ring, and she and her boyfriend announced they would get married as soon as she turned 18. When we objected, she became defensive and hostile. The next few months were pure hell. She would not talk to anyone in the family. She would stay out much of the time and become furious if we tried to impose any type of curfew. When she was home she would isolate herself in her room. All efforts to talk to her failed. Her whole personality changed. Her desires and goals became those of her boyfriend. She had a 3.5 grade point average, had been accepted at one of the finest schools in the state and had always talked of being a doctor. Suddenly she saw no reason to do anything but be with her boyfriend. At 171 years old, we asked her to leave the house. She moved in with her boyfriend’s family. While we tried to maintain an open line of communication, she would not even acknowledge family events. She didn’t want to see us at her graduation. They are getting married, but don’t want anyone at the wedding. Talking to my daughter is like talking to a zombie. She acts, to everyone who knew her before, like a drug addict, but her drug of choice is her boyfriend. We have done much reading and research over the past few months. This problem is becoming more widespread, especially among girls in their mid- to late teens. What can be done about it? Not much until the person “bottoms out,” just like the drug addict or alcoholic. Maybe if we had been aware this problem existed we could have seen what was happening from the beginning and dealt with it differently. Now, we are trying to make more people aware of “love addiction” to pre- vent other families from experienc- ing the pain we’ve gone through. - Mom, Wilmar, Minn.
