AWARD OF CONTRACT FOR CONSTRUCTION OF
MTG. l/08/91 CARLSBAD VILLAGE DRIVE AND ROOSEVELT

RECOMMENDED ACTION:
Adopt Resolution No. 183 accepting bids and awarding a contract for the construction of the Carlsbad Village Drive and Roosevelt Street Parking Lot, Project No. 3291.
ITEM EXPLANATION:
On October 9, 1990, the Housing and Redevelopment Commission adopted Resolution No. 176 authorizing the advertisement of bids for the construction of the Carlsbad Village Drive and Roosevelt Street Parking Lot. On December 6, 1990, 'seven (7) sealed bids were received as follows:
Caves Construction $ 80,996.OO Clyde Enterprises 82,074.OO ABC Construction Company, Inc. 84,377.50 Southland Paving, Inc. 89,830.10 Frank and Son 92,211.oo William Kirchnavy Construction 102,510.71 Rota Construction 107,817.80
This project will provide for the construction of a parking lot consisting of 55 parking spaces on a 17,500 square foot parcel of land located at the northeast corner of Carlsbad Village Drive and Roosevelt Street. Landscaping compatible with the established Streetscape theme will surround the lot on all four (4) sides. Pole-mounted lighting will be installed to illuminate the parking lot at night. A driveway entrance will be installed on Roosevelt Street as the primary access to the parking lot with secondary access from the alley between Roosevelt Street and Madison Street. Construction will require approximately sixty (60) days to complete.
References have been verified on the low bidder and staff recommends the award of this contract to Caves Construction.
FISCAL IMPACT:
$198,000 of unencumbered funds from the Tax Allocation Bond sale together with $52,000 from the current fiscal Redevelopment operating budget have been previously appropriated by the Housing and Redevelopment Commission for this project. A summary of the estimated project costs is as follows:

No additional appropriations are necessary at this time.

WHEREAS, bids have been received by the Carlsbad Housing
and Redevelopment Commission for the construction of Carlsbad
Village Drive and Roosevelt Street Parking Lot, Project No. 3291;
and
WHEREAS, the low bid received for said project was
submitted by Caves Construction in the amount of $80,996:00; and
WHEREAS, there are sufficient funds available in the
Project Account No. 811-820-1880-3291 to award this contract.
NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Housing
and Redevelopment Commission as follows:
1. That the above recitations are true and correct.
