ITEM EXPLANATION: On December 18, 1990, the Housing & Redevelopment Commission approved the plans and specifications and authorized advertisement of construction bids for Streetscape, Phase IV. On February 5, 1991, the following eleven (11) bids were received: Wakeham-Baker, Incorporated Spiess Construction Company Western Insulation, Inc./Costello, Inc. Clayton Engineering, Incorporated Guild Construction, Incorporated Rota Construction, Incorporated L.R. Hubbard Construction Weir Construction Corporation T. B. Penick & Sons ABC Construction Hondo Company, Incorporated $605,605.00 $612,947.00 $616,493.04 $636,606.00 $686,491.66 $687,335.60 $735,356.18 $751,206.00 $756,244.00 $757,900.00 $778,481.00 The low bidder, Wakeham-Baker, Incorporated, has requested relief from the bid award due to a clerical error in the preparation of their bid. City staff and the Purchasing Officer have reviewed the documentation submitted by Wakeham-Baker which shows that a $54,000 item had been inadvertently entered as $5,400 for their bid. In a letter dated February 7, 1991the Purchasing Officer has indicated that the City's conclusion is in fact that a clerical error had occurred and relief from the bid has been granted to Wakeham-Baker, Incorporated. Following the detailed review and computation of all submitted bids, the lowest responsive, responsible bidder is Spiess Construction Company, Incorporated in the amount of $612,947.00. References have been verified on the apparent low bidder and staff recommends award of the contract to Spiess Construction Company, Incorporated. Construction is anticipated to begin in late April and require approximately five (5) months to complete. The Phase IV Streetscape improvements include the following elements: . Construction of the Streetscape Sculpture Park designed by Andrea Blum at the corner of Carlsbad Boulevard and Ocean Street. Page 2 of Agenda Bill No. /3p . Closure of Ocean Street at Carlsbad Boulevard and construction of street improvements including a double loaded parking lot consisting of fifty-three (53) formal parking spaces on Ocean Street. . Signalization of the intersection of Pine and Carlsbad Boulevard. . Substantial street and storm drain improvements on Carlsbad Boulevard, Lincoln Street, and Oak Avenue as a condition of a previously Council approved agreement with adjacent private property owners. The property owners have previously made the appropriate cash deposits with the City for their share of the cost of the improvements. . Transitioning the Sculpture Park improvements into the completed Carlsbad Boulevard bluff-top walkway on the south. With respect to parking, the City Traffic Engineer has inventoried the existing parking spaces within the proposed project area. Attached is a memo dated February 1, 1991 and an accompanying exhibit depicting the current parking situation in this area. Of concern are the lost haphazardly arranged parking spaces in the unstriped and undesignated portion of the Sculpture Park triangle in front of the Harbor Fish South Restaurant. This existing parking arrangement has historically functioned as informal parking which does not meet existing City parking standards. Further, this property is owned by the State of California, Department of Parks and Recreation which has previously entered into a long-term maintenance and operating agreement with the City of Carlsbad enabling the construction of Streetscape, Phase IV. The informal parking on this property will be removed as an element of the Streetscape, Phase IV, project to make way for the Sculpture Park improvements and the creation of the formal, designated double loaded parking lot on Ocean Street which is designed to meet existing City parking standards. There will be a total number of fifty-three (53) parking spaces to be constructed by this project. ENVIRONMENTAL REVIEW The Planning Director has issued a Negative Environmental Declaration for the entire Streetscape project on January 20, 1988 finding the project was consistent with the implementation of the California Environmental Quality Act (CEQA) and the environmental protection ordinances of the City of Carlsbad. This Negative Environmental Declaration was subsequently certified by the Carlsbad City Council sitting as the Housing and Redevelopment Commission, on February 2, 1988. .-. Page 3 of Agenda Bill No. 137 COASTAL DEVELOPMENT PERMIT The California Coastal Commission has issued permit authority to the City of Carlsbad for all projects within the Carlsbad Redevelopment area. Coastal Development Permit Nos. 88-7, 8, and 9 for the Streetscape Program were approved by Resolution Nos. 126, 127, and 128 on February 21, 1989. PROPOSITION H REOUIREMENTS The multiphased Downtown Streetscape project is to be funded from proceeds of a completed tax allocation bond sale which represents a source of funds exempt from the City's Proposition H limitations regarding capital facility construction in excess of $l,OOO,OOO. GENERAL PLAN CONSISTENCY The Planning Commission formally adopted Resolution No. 2696 on October 21, 1987 determining the Carlsbad Capital Improvement Program, which included the Carlsbad Streetscape project, was in conformance with the City's General Plan. Page 4 of Agenda Bill No. Because the Sculpture Park includes related street improvements to Carlsbad Village Drive and Ocean Street, completion of the entire Phase IV project will require a slightly greater proportion of the $10,390,000 bond proceeds. The Tax Allocation Bond proceeds will be allocated to projects as follows; Senior Center $ 3,500,000 Streetscape, Phase I (Village Faire Frontage) 750,ouo Streetscape, Phase II (Carlsbad Blvd.) 2,300,OOO Streetscape, Phase III (Parking Program) 950,000 Streetscape, Phase IV (Sculpture Park) 876,800 Streetscape, Phase V (Carlsbad Village Drive) 2.013,200 TOTAL $10,390,000 The anticipated project costs for Phase V of Streetscape are budgeted at $2,700,000. Therefore, the Tax Allocation Bond proceeds are insufficient by an estimated $686,800 to fund Phase V. Staff wishes to emphasize these estimates are preliminary in nature and subject to receipt of competitive construction bids for both Phases IV and V. If the Commission approves proceeding with the Phase IV construction, then the projected Phase V shortfall will have to be eliminated by reducing the scope of the future construction on Carlsbad Village Drive or by extending a loan of City funds to the Redevelopment Agency. The Redevelopment Agency's access to the bond proceeds is restricted according to the bond covenant. The Agency's ability to withdraw funds from escrow for project construction and other uses depends upon the rise in assessed valuation of property within the Redevelopment District. The Financial Management Director has indicated that sufficient funds will be available for release from the escrow account in calendar 1991 to pay Phase IV project costs. To date, the City has received all but approximately $150,000 from the overall $10,390,000 tax allocation bond proceeds. The final disbursement is anticipated to occur in 1991 if the assessed evaluation has reached a certain threshold. This information will be known in the near future. Efforts to complete the final plans, specifications, contract documents, and securing all other utility and agency approvals making the final Phase V portion of the project (Carlsbad Village Drive) ready for construction bids are currently underway. As of this date, it is anticipated these documents, and all other necessary approvals, will be ready for a begin-construction date in the Fall of 1991. . - I Page 5 of Agenda Bill No. 139 EXHIBITS 1. February 1, 1991 TO: CITY ENGINEER FROM: Traffic Engineer PARKING AT STREETSCAPE PHASE IV As requested, staff has inventoried the existing parking spaces in the Carlsbad Boulevard/Ocean Street vicinity, commonly referred to as the “surf shop” parking area. This inventory included street parking on Ocean Street and in the parking lot at the surf shop/fish restaurant. The attached Exhibit 1 identifies six areas, labeled A to F, where vehicles currently park. Areas A and C are formal parking areas having striped parking spaces. Areas B, D, E and F permit parking but there are no designated spaces via striping. Area B allows parallel parking next to the curb and gutter. These six areas conservatively provide parking for 82 vehicles at this time. After completion of Streetscape Phase IV there will be 53 parking spaces in this vicinity. Although there will be a reduction in the total number of parking spaces due to the project, several important factors must be considered. Currently, 16 of the spaces are angle parking and require backing out onto Carlsbad Boulevard. Carlsbad Municipal Code requires angle parking on a street to be established by ordinance. There is no ordinance for these 16 parking spaces, therefore they are technically illegal. Secondly, this backing maneuver is a traffic hazard to vehicles, bicycles and pedestrians. Elimination of the angle parking will be a safety improvement on Carlsbad Boulevard. Without the Streetscape project, future widening and improvement of Carlsbad Boulevard would have eventually eliminated the 16 “illegal” parking spaces.
