CD ELM AVE - CARLSBAD VILLAGE DRIVE RECOMMENDED ACTION: Adopt Resolution No. \ 7 \ approving the allocation of an additional $37,000, bringing the total allocated funding for the project to $190,000, for revision of (9) nine existing freeway signs to accommodate the renaming of Elm Avenue to Carlsbad Village Drive. ITEM BACKGROUND In November 1986, the Carlsbad Downtown Merchants Association petitioned the Redevelopment Agency to process a street name change, proposing Elm Avenue be renamed Carlsbad Village Drive to increase awareness of the Village Area. On February 17, 1987, at a public hearing, the City Council adopted Resolution No. 8969, approving Sign Name Change(SNC) 25 - Elm Avenue to Carlsbad Village Drive, from the eastern terminus to the ocean. The name change was approved as a means of broadening the City’s commitment to the Village Redevelopment Project Area by focusing attention and commerce to the Village. At the time Council approved the change, there had not been a determination by the California Department of Transportation (Caltrans), of the full costs of engineering design, construction and installation of the nine (9) affected freeway signs. On August 15, 1989, staff presented the Housing and Redevelopment Commission with a cost estimate provided by Caltrans, totalling $143,000. The funding for the signs was to be made available from the Redevelopment Tax Increment Fund. The Commission adopted Resolution No. 143 allocating $143,000, plus a $10,000 contingency, for SNC 25. At their meeting of April 10, 1990, the Housing and Redevelopment Commission adopted Resolution No. 166, approving Cooperative Agreement No. 11-0422 with Caltrans, for the revision of nine (9) existing freeway signs on Interstate 5 to accommodate the renaming of Elm Avenue to Carlsbad Village Drive. The revisions were to include freeway signs from Cassidy Street in Oceanside, south to Carlsbad Village Drive, and Palomar Airport Road in Carlsbad, north to Carlsbad Village Drive. Per that agreement the City of Carlsbad is responsible for 100% of the costs associated with the name change, not to exceed $153,000 or 7% of the original estimate, unless at the City’s discretion a greater amount is authorized. To date, Caltrans has expended a total of $84,610 for engineering work, administration/overhead, and sign panels for the project. PAGE 2 OF AGENDA BILL NO. 18 5 The City was recently notified by Caltrans that contractor bids for modification of the freeway guide signs have been received and that the new revised estimate exceeds $153,000. Contractor bids range from approximately $74,600 to $105,700. Utilizing the low bid for sign modification, adding structural design work which was not anticipated or estimated by Caltrans, and including an administrative overhead factor (62%) which was omitted from the original estimate, Caltrans now estimates the total cost of the project to be $190,000, or 33% above their original estimate. FISCAL IMPACT The new estimated project cost of $190,000 represents a $37,000 increase above the approved allocation. According to the Cooperative Agreement signed by the Commission, the Commission must reimburse Caltrans for all costs incurred on the project. To date Caltrans has expended a total of $84,610 for engineering work and sign panels. In order to complete the project, allocation of an additional $37,000 is required. Funding can be made available from the Redevelopment Tax Increment Fund, leaving an estimated available balance at the end of FY 90-91 of $450,000. EXHIBITS 1. Resolution No. \ q 1 2. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Housing and Redevelopment Commission of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 1 2 3 2. This information was requested to assist us with the preparation of a report to be presented with a staff recommendation to the Carlsbad City Council for their action. According to the information provided, the original estimate of $143,000, has been revised to $190,000. This $47,000 increase equates to a 33% adjustment from the estimate provided to the City in January 1989. Initially we speculated that the increased estimate was attributed to rising construction costs over the two (2) year period, however, upon further investigation it appears that the primary force behind the increase is Cal-Trans engineering costs. These costs have increased more than $31,000 or 73% during the period. It is my understanding that Cal-Trans is requesting this item be presented to the City Council for action, as soon as possible. In anticipation of Council questions pertaining to the new estimate and a request for increased funding, we would appreciate your submittal of a detailed summary of all engineering costs incurred to date and/or estimated in the future by Cal-Trans, for this project. This name change was supported by the Village Merchants Associa- tion, the Chamber of Commerce, The Visitors and Tourist Bureau, many individuals and the Carlsbad City Council and was considered a great idea. We have been waiting four years for the change and still consider it a great idea. This change was part of the redevelopment effort to assist in the much needed revitalization of the old down town. Much has been accomplished in the last few years and many signs of success are [low in evidence. We are grateful and pleased with the support and accomplishments; however, this doesn't mean that the many new :.(and old) businesses located here don't need the added exposure and in- come that the name change will offer. Elm Avenue is a very common residential street name in most every community throughout the country and is not viewed by most passers-by on I-5 as the entryway to a charming and unique shopping area. With the added exposure offered by the name change, it has been estimated that of the 200,000 cars that pass by each day, at least a percentage (would now discover this beautiful village by the sea. While downtown Carlsbad now has much to offer and every pros- pect for a great future, it is still in the revitalization process and still needsall the help it can get. I believe the name change will provide the extra identity and exposure that is still needed. The village is the historic and original down town, a unique and striving area', and it is hoped that the city council will con- tinue to support the name change as part of the on-going and im- portant redevelopment effort.
