RECOMMENDED ACTION:
Adopt Resolution No. \ss auth orizing the submittal of an application to compete for additional Section 8 Housing certificates or vouchers and authorizing the Housing and Redevelopment Director to execute documents.
On May 29, 1991, the U.S. Dept. of Housing and Urban Development issued a Notice of Funding Availability for Section 8 Rental Certificates and Vouchers. With the resolution the City is authorizing staff to submit an application for an additional 39 certificates and/or vouchers.
At present the city has 390 participants on Section 8 certificates and vouchers. Additional vouchers and certificates will assist the City in achieving the goals of the City's Housing Element and Housing Assistance Plan for affordable income housing in the City of Carlsbad.
FISCAL IMPACT:
If selected for funding by the U.S. Department of Housing and Urban Development the City will receive a five year contract for the number of certificates/vouchers awarded. If awarded the maximum number of 39 certificates/vouchers this would bring an additional amount of $1,500,000 into our Section 8 affordable housing program over the five year project period.

HOUSING AND REDEVELOPMENT COMMISSION RESOLUTION NO. 195
A RESOLUTION OF THE HOUSING AND REDEVELOPMENT COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE SUBMITTAL OF
AN APPLICANT TO COMPETE FOR ADDITIONAL SECTION 8 HOUSING UNITS AND AUTHORIZING THE HOUSING AND REDEVELOPMENT DIRECTOR TO EXECUTE DOCUMENTS.
WHEREAS, the U.S. Department of Housing and Urban
Development has issued a Notice of Funding Availability for
competition for additional Section 8 Housing
Certificates/Vouchers; and
WHEREAS, the City of Carlsbad is committed to
continuing to provide low income housing in the City as is
outlined in the Housing element of the General Plan and in
the Housing Assistance Plan (HAP).
NOW, THEREFORE BE IT HEREBY RESOLVED, by the Housing
and Redevelopment Commission of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. The Housing and Redevelopment Commission hereby
approves the submittal of an application to the U.S.
Department of Housing and Urban Development to compete for a
maximum of 50 additional units of Section 8 Housing, either
certificates or vouchers.
3. The Housing and Redevelopment Commission hereby
authorizes the Housing and Redevelopment Director to execute
documents required for the submittal of said application for
additional Section 8 Housing certificates or vouchers.
