SF-535 (E) FOR SECTION 8 EXISTING HOUSING CERTIFICATE PROGRAM RECOMMENDED ACTION: Adopt Resolution No. 19 ? approving Consolidated Annual Contributions Contract No. SF-535(E), authorize the Housing and Redevelopment Commission to execute the contract and authorize staff to appropriate funds upon receipt of approved budget. ITEM EXPLANATION: Under the present Certificate Program Annual Contributions Contract, the Housing Authority of the City of Carlsbad administers 9 separate projects totalling 349 housing units. Each project represents a specific number of housing units eligible for rental assistance from the U.S. Department of Housing and Urban Development (HUD). One of these projects, representing 100 units, is due to expire on October 28, 1991. HUD notified the Housing Authority that this expiring project has been renewed for a five-year term. Funding is for the same number of units and the same size distribution (bedroom size). A budget not to exceed $661,362 will be submitted to HUD. After HUD approval of the budget, the funds will be incorporated into the City’s operating budget and appropriated. FISCAL IMPACT: HUD has reserved renewal funds in the amount of $661,362,annually, which totals $3,306,810 over the five-year term. No other aspects of the rental assistance program are affected by the change.
