RECOMMENDED ACTION:
Adopt Resolution No. &I& # , approving the purchase of four (4) replacement computers
and one printer for the Section 8 Rental Assistance Program in support of installation of
the new version of the Nan McKay Computer Software Program, and appropriating funds.

ITEM EXPIANATION:
On March 17, 1992, the Housing and Redevelopment Commission approved the purchase
of the Nan McKay Computer Software Program to facilitate the administration of the
Section 8 Rental Assistance Program. The actual delivery and implementation of this
software has been on hold pending completion of the Information Systems Department’s
linkage of the Housing and Redevelopment Department with the City-wide computer
networking system.
Staff anticipates that the networking of the Housing and Redevelopment Department will
be complete by February 1993. Nan McKay has informed staff that they have developed a
new version of their rental assistance program software and will phase out the old version
in two years with respect to program maintenance and upgrades. Features of this new
version will permit more efficient and “user friendly” operation of the software. There is
no difference in cost between the new version software and older version.
Because of the more technical nature of the new software, a minimum of four megabytes
of RAM on a 486 FX personal computer at each work station is required to run the
software. At this time, staff computer terminals do not have sufficient memory available
to run the new software. As a result, in order to use thenew version of the software, it
will be necessary to purchase a replacement computer for each of the four Housing
Division staff.
If the older version of the Nan McKay computer software is purchased, there will be no
need to purchase replacement computers at this time. However, if the City chooses to
defer the purchase of the new version at this time, the older version will become obsolete
in two years necessitating new software and hardware purchases. In addition to software
operating requirements, the expected growth of the rental assistance program would also
quickly strain the older computer hardware.
Because most current and future software programs require similar memory requirements
as that of the new version of the Nan McKay Computer Program, the Information Systems
Department concurs with the recommendation to proceed with the purchase of four
replacement computers as well as a printer to facilitate the work output at this time for
the Section 8 Rental Assistance Program.

FISCAL IMPACX
Adoption of the attached resolution will appropriate $9,000 from the unappropriated fund
balance of the City’s Section 8 Rental Assistance Program Operating Reserve Account, and
authorize staff to proceed with purchase of four replacement computers and one printer
for the Section 8 Rental Assistance Program.
The following are cost estimates for four replacement computers and one printer:

(4) Color Monitors ($315/ea) 1,260.OO
(1) Laser Jet HP Printer 1,600.00
Ti3X 596.00
Contingency 724.00
Estimated Total $9,000.00
There is no fiscal impact to the General Fund as a result of this recommendation.
Under HUD regulations funds from the Section 8 Rental Assistance Program Operating
Reserve Account may only be used for specific program costs related to administration of
the Section 8 Program. These funds may not be used to offset indirect or administrative
overhead charges.

6 WHEREAS, on March 17,1992, the Housing and Redevelopment Commission

WHEREAS, Nan McKay has a new version of their rental assistance computer
program with features that will permit more efficient and “user f!riendl~+’ operation of
the software; and
WHEREAS, the more technical nature of the new software requires a
minimum of four megabytes of RAM on a 486 Fx personal computer at each work
station to run the software; and

NOW, THEREFORE, BE IT HEREBY RESOLVED, by the Housing and
Redevelopment Commission of the City of Carlsbad, California, as follows:

approved.
That the amount of $9,000 is hereby appropriated from the Section 8

Rental Assistance Program Operating Reserve Account Unappropriated
Fund Balance to Account No. 131-840-3330-3900.
