MTG .05/25/93 BIDS FOR THE STREETSCAPE PHASE V
RECOMMENDED ACTION:
Adopt Resolution No. $.a 5 which will approve the plans and
specifications for the Streetscape Phase V Project and authorize the City Clerk
to advertise for bids to construct.
ITEM EXPLANATION:
The Streetscape Phase V project was authorized to begin construction in
September 1993 by the Housing and Redevelopment Commission on March 16,
1993. The Streetscape Phase V project will improve Carlsbad Village Drive from
Washington Street on the west to Pio Pica Boulevard on the east. Major
features of the project include:

Landscaped median islands
Installation of new traffic signals at Roosevelt Street, Madison
Street and Jefferson Street. The existing signal at State Street will
be replaced and the existing signal at Harding Street will be
relocated and modified. All signals will be interconnected to
provide for a smoother traffic flow.
Street widening at Harding to allow passenger car U-turns.
Construction of a storm drain system on the north side of the street
from the AT&SF right of way to Jefferson Street.
Brick paver sidewalk crossings at State Street and Roosevelt Street.
New curb and gutter, new sidewalk with a two foot wide brick
paver pattern.
New gas lamp style streetlights.
Staff recommends approval of the project plans, specifications and contract
documents and requests the Housing and Redevelopment Commission to
authorize the City Clerk to advertise for bids.
ENVIRONMENTAL REVIEW i
The Planning Director issued a negative declaration for the entire Streetscape
project on January 20, 1988 finding the Streetscape project was consistent with
the implementation of the California Environmental Quality Act (CEQA) and the
environmental protection ordinances of the City of Carlsbad. This negative
declaration was subsequently certified by the Carlsbad City Council sitting as the
Housing and Redevelopment Commission, on February 2, 1988.
COASTAL DEVELOPMENT PERMIT
The California Coastal Commission has issued permit authority to the City of
Carlsbad for all projects within the Carlsbad Redevelopment area. Under this
authority, the Housing and Redevelopment Commission found the Streetscape
project to be in compliance with the California Coastal Program and approved
Costal Development Permit 88-7 on February 21, 1989.

GENERAL PLAN CONSISTENCY
The Planning Commission adopted Resolution No. 2696 on October 21, 1987 which found the
Streetscape Project to be in compliance with the City;s General Plan.
FISCAL IMPACT:
The engineer’s estimate for the construction of this project is $2,279,000.

CONSTRUCTION COST ESTIMATE I $2,279,000
Projected annual median maintenance costs are $12,000 for landscaping and $4,000 for street
lighting. Funds for maintenance will be included in the Landscape and Lighting District which
is predicted to increase by 5% for landscaping and approximate 8% per year for the lighting
district. Annual signal maintenance cost will increase by $5,000 per signal or a total of $15,000
per year for the proposed new signals.

A RESOLUTION OF THE HOUSING AND REDEVELOPMENT
COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA,
APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING
THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE
CONSTRUCTION OF IMPROVEMENTS TO CARLSBAD VILLAGE
DRIVE PROJECT NO. 3347.
WHEREAS, the City Council of the City of Carlsbad has determined it necessary,
desirable, and in the public interest to construct improvements to Carlsbad Village Drive
between Washington Street and Pio Pica Boulevard; and
WHEREAS, plans, specifications, and contract documents for the furnishing for all
labor, materials, tools, equipment, transportation, and other expenses necessary or incidental
for said project have been prepared and are on file in the Engineering Department of the City
of Carlsbad; and
WHEREAS, the Housing and Redevelopment Commission of the City of Carlsbad had
previously appropriated funds for said project; and
WHEREAS, the construction for said improvements is a matter of public necessity and
safety.
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Commission
of the City of Carlsbad, California, as follows:
