AWARD OF CONSTRUCTION MTG .08/03/93 CONTRACT FOR STREETSCAPE RECOMMENDED ACTION: That the Housing and Redevelopment Commission adopt Resolution No. 23 / accepting bids and awarding a contract for the reconstruction of Carlsbad Village Drive, a project known as Streetscape Phase V, Project No. 3347 ITEM EXPLANATION: On May 25, 1993, the Housing and Redevelopment Commission approved the plans and specifications for the Streetscape Phase V Project and authorized the City Clerk to advertise for construction bids. On July 22, 1993 the following five (5) bids were received. 1. T.B. Penick and Sons $I,81 7,471 .OO 2. R.E. Hazard S 1,862,997.00 3. L.R. Hubbard $1,865,917.73 4. Excel1 Paving $2,283,085.25 5. Granite Construction Company $2,377,588.00 Bids have been reviewed and analyzed. The lowest responsible bidder is T.B. Penick and Sons in the amount of One Million Eight Hundred Seventeen Thousand Four Hundred and Seventy-One Dollars ($1,817,47 1). Staff recommends award of the contract to T.B. Penick and Sons. Construction is scheduled to begin in September 1993 and is anticipated to take approximately eight (8) months. The construction period does not include any time for weather delays or other unforseen circumstances. Westbound Carlsbad Village Drive will be closed at Jefferson until early December. The construction of the project will take place in three (3) distinct phases, and no work will begin in a subsequent phase until all the work in the previous phase is completed. Traffic signal at Jefferson Street. Relocate traffic signal at Harding Street. Complete south parkway improvements from Madison Street to Jefferson Street. 1. North and south parkway improvements east of Jefferson Street. 2. Remaining paving and striping. A $25,000 incentive bonus is being offered to the contractor if the majority of Phase I work is completed by December 6, 1993. ENVIRONMENTAL REVIEW The Planning Director issued a negative declaration for the entire Streetscape project on January 20, 1988 finding the Streetscape project was consistent with the implementation of the California Environmental Quality Act ‘(CEQA) and the environmental protection ordinances of the City of Carlsbad. This negative declaration was subsequently certified by the Carlsbad City Council acting as the Housing and Redevelopment Commission, on February 2, 1988. The California Coastal Commission has issued permit authority to the City of Carlsbad for all projects within the Carlsbad Redevelopment Area. Under this authority, the Housing and Redevelopment Commission found the Streetscape project to be in compliance with the California Coastal Program and approved Coastal Development Permit 88-7 on February 21, 1989. The Planning Commission adopted Resolution No. 2696 on October 21, 1987 which found the Streetscape Project to be in compliance with the City’s General Plan. . . PAGE THREE OF AGENDA BILL NO. A3Y FISCAL IMPACT To date, the total expenditures for Phase V has been $353,085. WHEREAS, the Housing and Redevelopment Commission of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to award a contract for the construction of the Streetscape, Phase V Improvements; and WHEREAS, five (5) sealed bids were received on July 22, 1993 for the project; and WHEREAS, the lowest responsive, responsible bid for the project was submitted by T.B. Penick and Sons in the amount of $1,817,471.00. WHEREAS, the Housing and Redevelopment Commission has the authority to authorize the City Manager to approve construction change orders up to a cumulative amount it deems necessary and proper. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Commission of the City of Carlsbad, California, as follows: 1.
