TITLE: AUTHORIZE THE HOUSING AUTHORITY TO SUBMIT AN
APPLICATION TO THE DEPT OF HOUSING AND URBAN
DEVELOPMENT (HUD) TO COMPETE FOR FUNDING UNDER
THE FAMILY UNIFICATION PROGRAM FOR FlFlY (50)
ADDITIONAL SECTION 8 CERTIFICATES.
RECOMMENDED ACTION:
Adopt Carlsbad Housing and Redevelopment Commission Resolution No. 2 3 .”
APPROVING the submittal of an application for fifty (501 Section 8 Certificates and
authorizing the Housing and Redevelopment Director to execute all documents to receive
funding under HUD’s Family Unification Program.
JTEM EXPLANATION:
On July 6, 1993, the Department of Housing and Urban Development (HUD) issued a Notice
of Funding Availability (NOFA) which announced a national competition open to Public
Housing Authorities (PHA) to provide funding for Section 8 Certificates. Those Certificates
will provide rental assistance for families who meet the regular Section 8 eligibility criteria and
for whom the lack of adequate housing is a primary factor in the separation or imminent
separation of children from their families.
At present, the City’s Housing Authority subsidizes rents for 473 low-income families under
the Section 8 Program. Additional Certificates will assist the City in achieving the goals of
the Housing Element and the Comprehensive Affordability Strategy (CHAS) regarding
affordable housing in the City of Carlsbad.
FISCAL IMPACT:
None with this action. However, should this application be funded, the Housing Authority
could receive $344,000 for additional Section 8 units plus supportive services funds to be
used in conjunction with these units.

A RESOLUTION OF THE HOUSING AND REDEVELOPMENT
COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA,
APPROVING THE SUBMITTAL OF AN APPLICATION TO COMPETE
FOR ADDITIONAL SECTION 8 HOUSING UNITS AND
AUTHORIZING THE HOUSING AND REDEVELOPMENT DIRECTOR

WHEREAS, the U.S. Department of Housing and Urban Development has
issued a Notice of Funding Availability for competition for additional Section 8
Housing units; and
WHEREAS, the City of Carlsbad is committed to continuing to provide low-
income housing in the City as is outlined in the Housing Element of the General Plan
and in the Comprehensive Housing Affordability Strategy (CHAS), a five year plan to
increase assisted housing which is required by HUD.
NOW, THEREF’ORE BE IT HEREBY RESOLVED, by the Housing and
Redevelopment Commission of the City of Carlsbad, California, as follows:

The Housing and Redevelopment Commissidn hereby approves the submittal of
an application to the U.S. Department of Housing and Urban Development to
compete for fifty (50) additional units of Section 8 Existing Housing.
The Housing and Redevelopment Commission hereby authorizes the Housing
and Redevelopment Director to execute documents required for the submittal
of said application for additional Section 8 Existing Housing units.

RE: APPLICATION FOR ADDITIONAL SECTION 8 UNITS
Dear Mr. Ming:
Pursuant to Section 213 of the Housing and Community Development Act of 1974, and as Chief Executive Officer of the City of Carlsbad, I hereby make the following comments in regard to the application of the City of Carlsbad Housing and Redevelopment Commission for additional units under the Section 8 Program.
We have no objections to and fully support this application. The
application is in accord with the City of Carlsbad's Comprehensive Housing Affordability Strategy Plan. The City of
Carlsbad will require no further review of this application.
