Adopt Carlsbad Housing and Redevelopment Commission Resolution No. 2 3 q
APPROVING the submittal of an application for fifty (50) Section 8 Certificates or Housing
Vouchers and authorizing the Housing and Redevelopment Director to execute documents.
ITFM EXPLANATION:
On July 8, 1993, the Department of Housing and Urban Development (HUD) issued a Notice
of Funding Availability (NOFA) for Section 8 Certificates and Housing Vouchers. By
approving this resolution the City is authorizing staff to submit an application for additional
Section 8 units.
At present, the City’s Housing Authority subsidizes rents for 473 low-income families under
the Section 8 Program. Additional Certificates and Vouchers will assist the City in achieving
the goals of the Housing Element and the Comprehensive Affordability Strategy (CHAS)
regarding affordable housing in the City of Carlsbad.
FISCAL IMPACT:
None with this action. However, should this application be funded, the Housing Authority
could receive $344,000 for additional Section 8 units plus supportive services funds to be
used in conjunction with these units.

A RESOLUi’ION OF THE HOUSING AND REDEVELOPMENT COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA,
APPROVING THE SUBMITTAL OF AN APPLICATION FOR
ADDITIONAL SECTION 8 HOUSING UNITS AND AUTHORIZING
THE HOUSING AND REDEVELOPMENT DIRECTOR TO EXECUTE CUMENTS.
WHEREAS, the U.S. Department of Housing and Urban Development has
issued a Notice of Funding Availability for additional Section 8 Housing units; and
WHEREAS, the City of Carlsbad is committed to continuing to provide low-
income housing in the City as is outlined in the Housing Element of the General Plan
and in the Comprehensive Housing Affordability Strategy (CHAS), a five year plan to
increase assisted housing which is required by HUD.
NOW, THEREFORE BE IT HEREBY RESOLVED, by the Housing and
Redevelopment Commission of the City of Carlsbad, California, as follows:

The Housing and Redevelopment Commission hereby approves the submittal of
an application to the U.S. Department of Housing and Urban Development to
apply for fifty (50) additional units of Section 8 Existing Housing.
The Housing and Redevelopment Commission hereby author&s the Housing
and Redevelopment Director to execute documents required for the submittal
of said application for additional Section 8 Existing Housing units.

RE: APPLICATION FOR ADDITIONAL SECTION 8 UNITS
Dear Mr. Ming:
Pursuant to Section 213 of the Housing and Community Development Act of 1974, and as Chief Executive Officer of the City of Carlsbad, I hereby make the following comments in regard to the application of the City of Carlsbad Housing and Redevelopment
Commission for additional units under the Section 8 Program.
We have no objections to and fully support this application. The application is in accord with the City of Carlsbad's Comprehensive Housing Affordability Strategy Plan. The City of Carlsbad will require no further review of this application.
