RECOMMENDED ACTION:
Adopt Resolution No. $/a approving the replacement of Section 8 Payment Project Nos.
CA16-E077-003 and 004, which will expire on February 28, 1994, with Project No. CA16-
E077-016.
ITEM EXPLANATION:
The United States Department of Housing and Urban Development (HUD) reserves funds
for housing assistance payments and the costs to administer the Section 8 Program. As
funding in those projects expire, it is necessary for HUD to allocate additional funding in
new projects. The funding in projects CA16-E077-003 and 004 will expire on February 28,
1994. HUD has contacted the City of Carlsbad requesting the approval of a resolution to
replace those expiring projects with a newly funded project.
HUD has established a process of reserving funds for housing assistance payments and the
costs to administer the Section 8 Program. As funding in those projects expire, HUD has
to make a determination to either appropriate additional funding from Congress or allow
those projects to go unfunded.
FISCAL IMPACT:
There is no impact to the General Fund. All direct program costs will be funded through
HUD for the administration of the Section 8 Program.

A RESOLUTION OF THE HOUSING AND REDEVELOPMENT
COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA
APPROVING SUPERSEDING PART I OF SECTION 8 EXISTING
HOUSING CERTIFICATE PROGRAM CONSOLIDATED ANNUAL
CONTRIBUTIONS CONTRACT NO. SF-535 (E) AND
AUTHORIZING EXECUTION
WHEREAS, the Housing Authority of the City of Carlsbad (“PHA)” desires to
8 enter into a superseding Part I of the Section 8 Consolidated Annual Contributions
9 Contract (“CACC”) with the United States of America (“Government”) for the Section
10
II 8 Existing Housing Certificate Program.
11 The Section 8 CACC, Part I, must now be revised so that it will consist of the following:

13 a. SUPERSEDING Part I of the CACC, HUD 52520B (g/88), applicable to the
14 Section 8 Existing Housing Certificate Program; with
15 b. Exhibit I;

Exhibit II, adding Replacement Project CA16-E077-016; and
Exhibit III, Byrd Amendment Award Clause.

NOW, THEREFORE, BE IT HEREBY RESOLVED by the Housing and
20 Redevelopment Commission of the City of Carlsbad, California, as follows:
21 l. The SUPERSEDING Part I of the CACC, together with Exhibits I, II, and III,
22 for the Housing Certificate Program is hereby approved and accepted. The
23 Housing and Redevelopment Director is hereby authorized and directed to execute

the counterparts of the CACC on behalf of the PHA, and the Secretary is hereby
26
authorized to impress the official seal of PHA on each such counterpart and to
27 forward such executed counterparts to the Government, together with such other

documents evidencing the approval and author&g the execution thereof, as may
be required by the Government.
2. This Resolution shall take effect immediately.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Housing and Redevelopment Commission of the City of Carlsbad, California, held on
the 15th day of MARCH , 1994, by the following vote, to wit:
AYES: Commissioners Lewis, Stanton, Kulchin, Nygaard
NOES: None
ABSENT: Commissioner Finnil
ABSTAIN: None
