ADOPT Housing and Redevelopment Commission Resolution No. 250 authorizing revision
of the 1994-95 Fiscal Year Section 8 Rental Assistance Program budget to reclassify one
Management Analyst position to a Housing Specialist II position.
ITEM EXPLANATION:
The Housing and Redevelopment Department currently has one (01) vacant Management Analyst
position in the Section 8 Rental Assistance Program. This position assists in the administration
and case management of the Rental Assistance Program. Staff believes it is appropriate to
convert this generalist position to the specialized position of Housing Specialist II.
The Section 8 Rental Assistance Program is governed by U.S. Department of Housing and Urban
Development (HUD) regulations and guidelines. Effective administration of this program requires
an individual with technical training, credentials and experience specifically related to the Section
8 Rental Assistance Program. Improved efficiency resulting from technical knowledge of the
Section 8 program will increase the ability of the housing division to manage current participants
and plan for increased HUD allocations of assistance.
FISCAL IMPACT:
The current position, when reclassified to Housing Specialist II, will continue to be fully funded
through grants the City receives from the federal government. The salary range for the Housing
Specialist II position will be set at range 61 of the General Employee Salary Schedule, $1,283.29
- $1,559.84 bi-weekly. There is a salary savings since the current position is being reclassified
from a management designation to a general employee classification.

A RESOLUTION OF THE HOUSING AND REDEVELOPMENT
COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA
RECLASSIFYING ONE MANAGEMENT ANALYST POSITION
TO A HOUSING SPECIALIST II POSITION
WHEREAS, the City Council on December 3, 1985, approved the adoption of the
classification of Housing Specialist II; and
WHEREAS, the Executive Director of the Carlsbad Housing Authority recommends
amendment of the FY 1994-95 Section 8 Rental Assistance Program budget converting one
Management Analyst position in the Housing and Redevelopment Department to Housing
Specialist II.
NOW, THEREFORE, BE IT HEREBY RESOLVED, by the Housing and
Redevelopment Commission of the City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the Housing and Redevelopment Commission authorizes and directs the
Executive Director of the Carlsbad Housing Authority to amend the FY 1994-95 Section 8 Rental
Assistance Program budget and convert one Management Analyst position in the Housing and
Redevelopment Department to Housing Specialist II.
