RED TITLE: DEPT. HD: -b- APPROPRIATION OF FUNDS AND AUTHORIZATION TO DISTRIBUTE REQUEST FOR PROPOSAL TO CITY ATTY. ADMINISTER THE FAMILY SELF-SUFFICIENCY PROGRAM. CITY MGR. RECOMMENDED ACTION: ADOPT Housing & Redevelopment Commission Resolution No. as3 appropriating $30,000.00 from the Section 8 Rental Assistance Program Operating Reserves Account, and AUTHORIZE staff to distribute aRequest for Proposal forcontractualservicestoadministerthe Family Self-Sufficiency (FSS) Program. ITEM EXPLANATION: On June 9, 1994, the Housing Commission recommended to the Housing and Redevelopment Commission approval of funding for administration of the Family Self-Sufficiency (FSS) Program. The Family Self-Sufficiency (FSS) Program is a mandate of the Department of Housing and Urban Development (HUD), to be administered by the Carlsbad Housing Authority. The FSS Program is designed to enable unemployed, underemployed or undereducated very low-income families to achieve economic independence from welfare and rental assistance. Participants receive assistance in removing barriers that prevent them from engaging in job-training programs, educational programs and/or employment opportunities. Vital to the FSS Program is the intense case management involved in assistingparticipants toovercomebarriers thatpreventthem frombecoming self-sufficient. Presently, HUD does not provide administrative fees for case management services. However, it is anticipated that by 1996, HUD will make $17 million available for "FSS Coordinator" fees. In 1993 HUD made the FSS Program mandatory for any new increments of funding issued to Housing Authorities. The Carlsbad Housing Authority became obligated to implement the program on October 6, 1993, when it received 30 units of new funding. Housing Authorities which choose not to implement the FSS Programwill not receive future increments of funding for rental assistance. HUD may exempt the Housing Authority from implementing an FSS program or authorize the Housing Authority to operate a smallerprogramif the Housing Authority certifies it is impossible to establish and operate an FSS program. Requests or exemption must include documentation of one of the following reasons: Lack of family interest; Lack of supportive services; Lack of money for reasonable administrative costs; or, Lack of cooperation by state/local government. The Housing Authority's request for exemption must be fully justified andwillbe scrutinizedvery closely by HUD. Staff does not recommend requesting an exemption as sufficient resources exist to operate an FSS program. Since the Housing Authority is not staffed to administer the FSS Program, additional assistance is needed. Staff believes that a local social service agency working on a contractual basis with the Housing Authority will provide for effective and efficient administration of the FSS Program for the City of Carlsbad. Page 2 of Agenda Bill No. 2% FISCAL IMPACT: The administration of the FSS Program can be supported by the operating reserves of the Section 8 Program for a two year period. Currently, there is approximately $120,090.00 in the operating reserve account. Community Development Block Grant (CDBG) funds are an eligible source of funding for the administration of the FSS Program. While the FSS Program was unsuccessful in receiving CDBG funds during the most recent funding cycle, staff will continue to recommend it for funding. In addition to CDBG funds, in future years, the administrative costs of the FSS Program could be funded through the award of funds from HUD, perhaps as early as 1996. WHEREAS, the Family Self-Sufficiency Program is a mandate of the U.S. Department of Housing and Urban Development (HUD) to be administered by the Carlsbad Housing Authority: and WHEREAS, HUD does not provide administrative fees for the operations of the Family Self-Sufficiency Program. WHEREAS, the Housing Authority requires contractual staff assistance to administer the Section 8 Family Self-Sufficiency Program. NOW, THEREFORE, BE IT HEREBY RESOLVED, by the Housing and Redevelopment Commission of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the Housing and Redevelopment Commission hereby approves of the appropriation of $30,000.00 from the Section 8 Rental Assistance Program Operating Reserves Account. 3. That the Housing and Redevelopment Commission hereby approves the authorization of staff to distribute a Request for Proposal for contractual services for staff assistance to administer the City of Carlsbad's Section 8 Family Self-Sufficiency Program. . . . . . . PATCHETT, Secretary FRANK MANNEN, Acting Secretary (SEAL) 2 July 20, 1994 TO: CITY MANAGER FROM: HOUSING PROGRAM MANAGER SCOPE OF SERVICES FOR REQUEST FOR PROPOSAL TO ADMINISTER FAMILY SELF-SUFFICIENCY PROGRAM In coordination with the Housing Authority, the scope of services to be incorporated in the Request for Proposal for the administration of the Family Self-Sufficiency Program is as follows: A. Coordination: 1. Develop and distribute outreach material, recruit and select 30 participating families. 2. Establish boards and committees as required. 3. Provide access to existing social service providers. 4. Provide all necessary time-lines, monthly reports, and monitoring systems. B. Provide Case Management: 1. Conduct orientation workshops and ongoing monthly informational workshops. 2. Provide face-to-face counseling sessions with participants as needed. 3. Identify barriers and needs of participants to become self-sufficient. 4. Develop individualized Action Plans to achieve self-sufficiency for all participants. 5. Obtain a signed Contract of Participation for all participants. 6. Provide day-to-day follow-up and assessment of progress made toward the achievement of the goals of the Action Plan and the Contract of Participation. 7.
