RECOMMENDED ACTION:
ADOPT Carlsbad Housing and Redevelopment Commission Resolution No. , APPROVDJG the submittal of an application for (50) ev Section 8 Certificates or Housing Vouchers and authorizing the Housing and Redevelopment Director to execute documents.
On July 11, 1994, the Department of Housing and Urban Development (HUD) issued a Notice of Funding Availability (NOFA) for Section 8 Certificates and Housing Vouchers. By approving this resolution the Housing and Redevelopment Commission is authorizing staff to submit an application for additional Section 8 units.
At present, the City's Housing Authority subsidizes rents for 503 low-income families under the Section 8 Program. Additional Certificates and Vouchers will assist the City in achieving the goals of the Housing Element and the Comprehensive Affordability Strategy (CRAB) regarding affordable housing in the City of Carlsbad.
FISCAL IHPACT
None with this action. However, should this application be funded, the Housing Authority could receive $406,000 annually over a five year period for additional Section 8 units plus supportive services funds to be used in conjunction with these units.
