ADOPT Housing and Redevelopment Commission Resolution No. AS7 , APPROVING the
submittal of an application to HUD for funds in the amount of $24,180.00 to obtain contractual
services for the administration of the Carlsbad Housing Authority’s Family Self-Sufficiency
Program for one year.
ITEM EXPLANATION
On August 29, 1994, HUD issued a Notice of Funding Availability (NOFA) for the administration
of the Family Self-Sufficiency (FSS) Program for a one year period. In accordance with the
provisions of this NOFA, staff recommends that the Carlsbad Housing Authority apply for
$24,180.00 to fund the cost of contractual services for the administration of its FSS program.
As mandated by HUD in the administration of the Section 8 Rental Assistance Program, the
Carlsbad Housing Authority has an obligation to administer an FSS program for 30 Section 8
Participants. When the federal mandate was initially adopted, no additional funding was provided
for the FSS program. HUD has now made funding available for the administration of the FSS
program for at least one year through the subject NOFA. Additional Section 8 Certificates have
been applied for and when received will add to the number of required FSS program participants.
On August 16, 1994, the Housing and Redevelopment Commission authorized staff to
appropriate $30,000.00 from the Section 8 Operating Reserves Account to obtain contractual
services for the FSS Program for a two year period. If we are successful in receiving funds from
HUD under this application, and continue to receive them in an amount sufficient to fund the
administration of the FSS program on an annual basis, then the excess funds previously
appropriated will be returned to the Housing Authority’s Operating Reserves Account.
FISCAL IMPACT
None with this action. However, if this application is approved by HUD, the Housing Authority
could receive up to $24,180.00 for the administration of the FSS Program. Under HUD criteria
established in this NOFA, staff estimates the administrative cost for one year as follows:
Salary/Hr.: $15.50 (Comparable to the City’s Housing Specialist I position)
HoursNVk.: 30 (Program size of 30 participants)
One-Year Total: $24,180.00

Funds previously appropriated by the Housing and Redevelopment Commission for the FSS
program will be returned to the operating reserves account if the City is successful in receiving
funding from HUD for the program.

A RESOLUTION OF THE HOUSING AND REDEVELOPMENT COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE SUBMITTAL OF AN APPLICATION FOR FUNDS TO OBTAIN CONTRACTUAL SERVICES TO ADMINISTER THE CARLSBAD HOUSING AUTHORITY FAMILY SELF-SUFFICIENCY PROGRAM AND AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE DOCUMENTS.
WHEREAS, the Family Self-Sufficiency Program is a mandate of
he U.S. Department of Housing and Urban Development (HUD) to be
dministered by the Carlsbad Housing Authority; and
WHEREAS, HUD has made administrative funds available for the
perations of the Family Self-Sufficiency Program; and
WHEREAS, the Housing Authority requires contractual staff .- ssistance to administer the Section 8 Family Self-Sufficiency
rogram.
NOW, THEREFORE, BE IT HEREBY RESOLVED, by the Housing and
edevelopment Commission of the City of Carlsbad, California, as
ollows:
1. That the above recitations are true and correct.
2. That the Housing and Redevelopment Commission hereby
pproves the application for $24,180.00 to obtain contractual
ervices to administer the Family Self-Sufficiency Program.
3. That the Housing and Redevelopment Commission hereby
uthorizes the Executive Director of the Housing Authority to
ion xecute documents required for the submittal of said applicat
or funds.
