RECOMMENDED ACTION:
ADOPT Carlsbad Housing and Redevelopment Commission Resolution No.
a.cpo APPROVING the submittal of an application for fifty (50) Section 8 Certificates and authorizing the Housing and Redevelopment Director to execute all documents to receive funding under HUD's Family Unification Program.
ITEM EXPLANATION
On August 29, 1994, the Department of Housing and Urban
Development (HUD) issued a Notice of Funding Availability (NOFA)
to provide funding for Section 8 Certificates in support of HUD's
Family Unification Program. Those Certificates will provide
rental assistance for families who meet the regular Section 8
eligibility criteria and for whom the lack of adequate housing is
a primary factor in the separation or imminent separation of
children from their families. Funding will be provided on a
competitive basis, based on demonstrated need for such assistance.
At present, the City's Housing Authority subsidizes rents for 503
low-income families under the Section 8 Rental Assistance Program. Additional Certificates will assist the City in achieving the
goals of the Housing Element and the Comprehensive Housing
Affordability Strategy (CHAS) regarding affordable housing in the City of Carlsbad.
FISCAL IMPACT
None with this action. However, should this application be
funded, the Housing Authority could receive $406,000 annually over a five year period for additional Section 8 Rental Assistance plus supportive services funds to be used in conjunction with these units.

HOUSING AND REDEVELOPMENT COMMISSION RESOLUTION NO. 260
A RESOLUTION OF THE HOUSING AND REDEVELOPMENT COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA,
APPROVING THE SUBMITTAL OF AN APPLICATION FOR 50
ADDITIONAL UNITS OF SECTION 8 RENTAL ASSISTANCE
AND AUTHORIZING THE HOUSING AND REDEVELOPMENT DIRECTOR TO EXECUTE DOCUMENTS.
WHEREAS, the U.S. Department of Housing and Urban
Development has issued a Notice of Funding Availability for
additional Section 8 Housing units in support of the Family
Unification Program; and
WHEREAS, the City of Carlsbad believes there is a need for
such assistance; and
WHEREAS, the City of Carlsbad is committed to continuing to
provide low-income housing in the City as is outlined in the
Housing Element of the General Plan and in the Comprehensive
Housing Affordability Strategy (CHAS) , a five year plan to
increase assisted housing which is required by HUD.
NOW, THEREFORE, BE IT HEREBY RESOLVED, by the Housing and
Redevelopment Commission of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
II 2. The Housing and Redevelopment Commission hereby approves
the submittal of an application to the U.S. Department of Housing
and Urban Development for fifty (50) additional units of Section
8 Rental Assistance in support of the Family Unification Program.
3. The Housing and Redevelopment Commission hereby
authorizes the Housing and Redevelopment Director to execute
documents required for the submittal of said application for
additional Section 8 Existing Housing units.

PASSED, APPROVED AND ADOPTED at a special meeting of the
Housing and Redevelopment Commission of the City of Carlsbad,
California, held on the 4th day of October , 1994, by the
following vote, to wit:
