HOUSING AND REDEVELOPMENT COMMISSION - AGENDA BILL m AB# % TITLE: DEPT. HD. % 4227-95 AUTHORIZE HOUSING AND REDEVELOPMENT MTG. DIRECTOR (BECKER) TO TRAVEL OUT OF STATE DEPT. H/RED RECOMMENDED ACTION: Authorize Housing and Redevelopment Director Evan Becker to attend the National Association of Housing and Redevelopment Officials’ Summer Conference Awards Ceremony, in which City of Carlsbad will be receiving NAHRO’s Award of Merit for the La Terraza Affordable Housing Project, to be held from July 17 to July 20, 1995 in Las Vegas, Nevada, ITEM EXPLANATION: Each year the National Association of Housing and Redevelopment Officials, or NAHRO, hosts a conference on current redevelopment and housing issues. This year the conference will focus on changes in the housing and community development industry due to creativity and innovation within local communities as well proposals set forth by the U.S. Department of Housing Urban Development, Congress, NAHRO and others. These changes will have an impact on housing authorities and redevelopment agencies operate in the future. To remain up-to-date current issues, new regulations and creative/innovative methods for addressing problems/issues within the housing and redevelopment industry, it is important for staff to attend the types conferences offered by NAHRO and other similar organizations. In addition, the City of Carlsbad will be receiving an Award of Merit for the La Terraza Affordable Housing Project. It is recommended that Housing and Redevelopment Director Evan Becker be authorized attend the NAHRO Conference to be held July 17-20, 1995 in Las Vegas, Nevada. FISCAL IMPACT: The cost for one person to attend the subject four (4) day conference will be approximately $756.64. Lodging and airfare are included within the noted amount. Funds are available within the Redevelopment Agency’s budget to cover the cost of the conference, lodging and travel. EXHIBITS: 1. NAHRO Summer Conference Program 2. Other change is pending due to proposals put forth by HUD, Congress, NAHRO and others which have the potential of dramatically changing the way we operate, who we serve, how long we pro- vide assistance and what the future will be for our agencies and our industry. As we try to deal with this change we have a choice. We can either sit on the sidelines while change occurs or we can consciously create the future we want by getting involved, being proactive and becoming a change agent, Whether you’re a new commissioner or a seasoned prokssional f;om a small or large agency, this important conference will give you the information you need to develop successful strategies to transform your programs, your agency and your industry.
