e W ate in the midst of enormous and exciting
change in the housing and community develop
ment industry Some of that change is coming
from within our industry due to the creativity and
innovation occurring in local communities. Other change is
pending due to proposals put forth by HUD, Congress,
NAHRO and others which have the potential of dramatically
changing the way we operate, who we serve, how long we pro-
vide assistance and what the future will be for our agencies and
our industry. As we try to deal with this change we have a
choice. We can either sit on the sidelines while change occurs
or we can consciously create the future we want by getting
involved, being proactive and becoming a change agent,
Whether you’re a new commissioner or a seasoned prokssional
f;om a small or large agency, this important conference will
give you the information you need to develop successful
strategies to transform your programs, your agency and
your industry.

Community Development Tour
Las Vegas has experienced rapid population grow&, as well
as significant growth in low paying jobs, with little available
water. Community development is a challenge given these
circumstances, but the city and county have learned a great
deal and had great success addressing the problems. This
tour will highlight some initiatives to address these com-
bined challenges.
Housing Tour
Southern Nevada is young and has grown rapidly in recent
years, with more than 80 percent of all housing less than 30
years old. Public and other subsidized housing has devel-
oped in this atmosphere, with much emphasis on scattered-
site and low-rise developments in the southwestern style.
The tour wilI showcase some of this innovative and architec-
turally interesting housing.
