HOUSING Ah3 REDEVELOPMENT COMMISSION -AGENDA
PARKING AND THIRD ACCESS FOR VILLAGE
DEPT. H/RED COMMUTER RAIL STATION
DEPT. HD. t% Cm-rY.@
RECOMMENDED ACTION:
ADOPT Housing and Redevelopment Commission Resolution No. ~?fs APPROVING an
amendment to Housing and Redevelopment Commission Resolution No. 238 to modify a
condition of approval (No. 9) which requires North County Transit District to construct a third
access concurrently with construction of an expanded parking lot for the Village Commuter Rail
Station.
ITEM EXPLANATION:
When the Village Commuter Rail Station was approved by the City Council and Housing and
Redevelopment Commission in November of 1993, a condition was placed on the project which
requires North County Transit District (NCTD) to construct a third access concurrent with the
construction of expansion of the parking lot.
NCTD is prepared to proceed with construction of the expanded parking lot for the Village
Commuter Rail Station as of April 1, 1997 but is unable to concurrently construct the third access
as required by the Council and Commission. Although NCTD does intend to eventually construct
the third access, they do not wish to delay construction of the parking lot until the third access
can be constructed.
As of this date, NCTD staff does not have an estimated timeline as to when the third access will
be constructed. However, it is expected that it will take at least one year to complete all of the
steps necessary to purchase the property required for the third access and then construct the
improvements. NCTD intends to complete the parking and circulation plans for the expanded
parking at the station which will identify several options for location of the third access. NCTD will
then work with the City to identify the best location to pursue in terms of property acquisition and
construction plans.
Due to the existing parking shortage at the Village Commuter Rail Station, it is staffs
recommendation that NCTD be permitted to immediately proceed with construction of the
expanded parking and delay construction of the third access for at least one year. The City’s
Traffic Engineer will be working directly with NCTD and their consultants to identify the
appropriate location for the third access and to develop the appropriate improvement plans for
construction purposes. Since NCTD staff has agreed to construct the third access and work with
the City to identify the best location for that access, staff believes it is in the best interest of the
Village Area to allow NCTD to proceed with the parking expansion immediately and construct the
third access at a later date.
Staff is recommending approval of a modified condition related to construction of the third access
which requires NCTD to enter into an agreement with the City of Carlsbad to construct the third
access within twelve (12) months of the date of initiation of construction of the expanded parking
lot.

Approval of the modification is required by the Housing and Redevelopment Commission as well
as the City Council. The Council will take action on the modified condition under a separate
agenda bill.
FISCAL IMPACT:
The requested action has no fiscal impact on the City of Carlsbad or the Carlsbad
Redevelopment Agency. The parking and related third access are projects which will be funded
entirely by the North County Transit District.

CORRESPONDENCE FROM NCTD REGARDING START DATE FOR
CONSTRUCTION ON EXPANDED PARKING FOR THE VILLAGE STATION
Attached for information purposes is correspondence received from North County Transit
District regarding the start date for construction of the expanded parking lot at the Village
Transit Station. NCTD now anticipates a mid-April construction start date, rather than an
April 1”’ start date. This is due to a delay in funding approval.
Also for information purposes, according to Betty Laurs, there will most likely not be an
NCTD representative at the City Council meeting on March 4, 1996 when the issue of the
third access is discussed. Ms. Lams will be on vacation and she was not able to confirm
that Paul Price would be available because he is on vacation this week. I will check with
Paul on Monday. Ms. Laurs did indicate, however, that NCTD does not have a problem
with the modified condition as recommended by City Staff She stated that NCTD should
have all of the funding they need to construct the parking and the third access. Ms. Laurs
also stated that the 12 month time frame for completing construction of the third access
was acceptable.

RE: CARLSBAD VILLAGE PARKING LOT EXPANSION
Dear Debbie:
Design is well underway for the expansion of parking at the downtown station.
You should have received the conceptual plans directly fkom HDR Engineer, who
has ah0 been in touch with the Cit~?s tratlic engkex regarding the impact of the
new access from State Street. It is my understanding the City wishes to select the
site for that access.
As we had previously discussed, neither the City nor NCTD owns right-of-way or
casements on the east side of the alley: Therefore, property or long-term
easements will need to be acquired to construct the access. NCTD is proposing to
move ahead with the construction of the additional parking, while pursuing fhe
acquisition for the access.
Additionally, we have been operating under infkmation given to us by
CAI.,TRANS District kill, that the TCI funds needed for construction would be
available to us after the C&for& Transportation Commission meeting, March 2”d,
and March 3ti, 1997. SANDAG approved and priori&xl this project at their
January, 1997 meeting, However, we are now informed that the CTC approval
will be a t-step process, with a public hearing to be held at the March, 1997
meeting and ti approval to be granted at the April 2d, and April 3q 1997
meeting. This rules out the possibility of an April la start date for construction as
we had planned, since the State wiii not allow award of a contract until final
approval is in.
Given the ranking on SANDAG’s priority list and the regional acceptance of this
projact, we do not foresee any problems arisiig in the CTC approval process.

Thee, we ph to proceed with soliciting bids for the construction, pending
final approval. A Notice to Proceed cau be given to the contractor immediately
following the April meeting of the CTC. Giving the co&actor ammrximately a
week to ten days to mobilize, we would now anticipate a mid-April start.
