H/RED 11-4-03 Approve and Authorize Out-of-state Travel to Washington D.C to attend Urban Land Institute Policy Forum on lnclusionary Housing \\ RECOMMENDED ACTION: ADOPT Resolution No. 374 , approving out-of-state travel for the Housing and Redevelopment Director to attend the Urban Land Institute Policy Forum on lnclusionary Housing. ITEM EXPLANATION: Over the last year, the Urban Land Institute (ULI), supported by the Ford Foundation, has been conducting research on inclusionary housing and how this tool is used for providing affordable housing and sustaining mixed-income communities. The final report from this project will be published early next year and will include thirteen case studies on local programs throughout the United States. The City of Carlsbad has been selected as one of the case studies for this report. ULI has invited a select group of approximately 20 program managers, researchers, and others familiar with the “promise and practice” of inclusionary housing to attend a policy forum in Washington, DC on November 18 and 19, 2003. The discussion from this forum will be incorporated into the final conclusions of the comprehensive report on inclusionary housing. With the Commission’s authorization, staff would like to accept the invitation from ULI to attend the subject policy forum to share Carlsbad’s expertise and experience with the implementation of a highly successful lnclusionary Housing Ordinance. FISCAL IMPACT: When the FY 2003-2004 budget was prepared for the Housing and Redevelopment Department, staff was not aware of the subject policy forum. We received the invitation after the budget was adopted. Therefore, Commission approval and authorization is required at this time. The total cost to attend the policy forum is estimated at $1800. Funds are available with the Housing and Redevelopment Department’s budget to cover all estimated costs. EXHIBITS: 1. A RESOLUTION OF THE HOUSING AND REDEVELOPMENT COMMISSION OF THE THE HOUSING AND REDEVELOPMENT DIRECTOR TO TRAVEL TO WASHINGTON, D.C. TO ATTEND A POLICY FORUM ON INCLUSIONARY HOUSING CITY OF CARLSBAD, CALIFORNIA, APPROVING OUT-OF-STATE TRAVEL FOR WHEREAS, the Housing and Redevelopment Commission is proud of the success of the City of Carlsbad’s Inclusionary Housing Ordinance and wishes to share the experiences and expertise of city staff with others interested in this tool for producing affordable housing within a community; and WHEREAS, the Urban Land Institute has invited Commission staff to attend a policy forum in Washington, D.C to share its experience and expertise in the development and implementation of an Inclusionary Housing Program; and WHEREAS, funds are available in the FY 2003-2004 Housing and Redevelopment budget for the subject out-of-state travel. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Commission of the City of Carlsbad, as follows: 1. That the above recitations are true and correct. 2. That out-of-state travel is hereby authorized for the Housing and Redevelopment Director to attend a policy forum on Inclusionary Housing to be held in Washington, D.C. November 18 and 19,2003. .
