Executive Summary On February 19, 2019, the City Council amended the Carlsbad Citizen Participation Plan, to include seven members of the Citizen Advisory Committee representing the Housing, Planning, and Senior Commissions and resident representatives from each of the four City Council Districts to serve for two- year terms. Currently there are three vacancies on the Citizen Advisory Committee: City Council District 2, City Council District 4, and the Housing Commission. Appointments to the Citizen Advisory Committee are required to allow for initiation of the CDBG grant funding process. The Committee holds a maximum of three meetings per year, or as needed, in mid-spring. The City Council-appointed CDBG Advisory Committee will be responsible for interviewing applicants, evaluating applications, and developing recommendations for funding amounts. Staff will present the Advisory Committee's funding recommendations to the City Council for consideration and final approval of the city's Annual Action Plan and Consolidated Plan. Analysis The Housing Commission is requested to nominate one Housing Commissioner to serve on the CDBG Advisory Committee. Staff will forward the nomination to the City Manager's Office for further consideration. City Council approval of the Committee Member is expected by Dec. 2019. Attachments 1. WHEREAS, the Citizen Participation Plan for Carlsbad's Community Development Block Grant Program specifies the formation of a seven member citizen advisory committee to make recommendations regarding CDBG funding allocations to the City Council; and WHEREAS, the Citizen Participation Plan further specifies that the City Council shall appoint seven members to the CDBG Citizen Advisory Committee with the following representation: one Housing Commissioner, one Planning Commissioner, one Senior Commissioner, and four residents (one from each City Council District); and WHEREAS, the CDBG Citizen Advisory Committee appointees shall. voluntarily serve two year terms of service; and WHEREAS, the Housing Commission has nominated one Housing Commissioner to serve on the CDBG Advisory Committee; and WHEREAS, the Housing Commission's nomination will be considered and confirmed by the Mayor and approved by the City Council.
