IECOMMENDED ACTION: If Board of Directors desire to appoint new representative to the San Diego County Water Authority, adopt Resolution No. b49. EXPLANATION ITEM The San Diego County Water Authority (Authority) was formed in 1944 with the sole purpose of importing Colorado River water to supplement local supplies. The list of original incorporators totaled 11. The Authority has evolved into an organization of 24 member agencies delivering some 180 billion gallons of water annually to over 2.2 million consumers in San Diego County. The Authority is governed by a 34 member Board of Directors. The members' represent the 24 member agencies and the County of San Diego in an ex-officio capacity. Each member agency is represented by at least one individual. A member agency is entitled to one additional representative for each full five percent of total assessed valuation contained within its boundaries. Only the City of San Diego and Helix Water District have more that one individual on the Board. Carlsbad Municipal Water District is the fourth largest agency in terms of assessed valuation with $3.5 billion. This translates into approximately 3.8% of the entire Authority's assessed valuation. Board of Director meetings are held the second Thursday of each month. Combined with meeting preparation, committee and board meetings and other events, the representative can anticipate to spend three to five days a month on Authority activities. Statues governing the Authority require a two step process if a representative is appointed prior to the expiration of the predecessor's term. First, the existing representative must be recalled, then a successor may be appointed. If the Board so desires, the attached Resolution accomplishes both tasks. FISCAL IMPACT The Authority's policies have been recently revised regarding compensation for Board members. All mileage, out-of-pocket expenses, and meeting compensation is paid directly by the Authority. Therefore, there is no fiscal impact on the District. EXHIBITS 1. Bonas as District representative to the Authority: and WHEREAS, the President of the Board of Directors has designated and appointed Eric Larson as District Representative to the Authority; and WHEREAS, the Board of Directors has consented and approved such appointment: and WHEREAS, Eric Larson representative to the Authority; desires to serve as NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad Municipal Water District: 1. Margaret J. Bonas, as representatives to the San Diego County Water Authority for the Carlsbad Municipal Water District is hereby recalled. 2. The appointment of Eric Larson as representative of Carlsbad Municipal Water District to the Board of Directors of the San Diego County Water Authority by the President of the Carlsbad Municipal Water District Board of Directors for the unexpired term of Mrs. Bonas is hereby consented to and approved. 3.
