HomeMy WebLinkAbout1990-04-17; Municipal Water District; 013; Amendment to Luke-Dudek Contract; -- CMWD - AGENDA BILL B# o/3 TITLE: ' ITG. 4/ 1 y/go AMENDMENT TO LUKE-DUDEK CONTRACT RE EPT.ADM WATER RECLAMATION MASTER PLAN 3ECOMMENDED ACTION: Adopt Resolution No. 651 supplementing the existing consultant contract with Luke-Dudek, Civil Engineers, Inc., dated February 7, 1989 (Resolution No. 89-35), who is completing the Water Reclamation Master Plan, by making the District responsible for the contract and by the addition of $44,610 for the extra work required to provide the additional information in the Master Plan and the additional assistance required to package the low- interest loan application, as recommended by the Water Commissioners at their March 7, 1990 meeting. ITEM EXPLANATION: The City contracted with Luke-Dudek to provide an updated Water Reclamation Master Plan last year. The Commission presently has copies of the Draft for review and comment. The original contract with Luke-Dudek called for the updating of the City's Water Reclamation Master Plan. Under the scope of work developed prior to the study, the >onsultant was to review the existing situation, review potential reclaimed water markets, reclaimed water sources and develop an updated water reclamation plan to serve the identified markets. However, it has been determined that much additional work was needed to develop and present a phased water reclamation plan for the City, perform computer generated hydraulic analysis of possible reclaimed water distribution layouts, and as a result of comments and requests subsequent to the initial draft, prepare much more detailed analysis of institutional arrangements, assist the City in the environmental review process and generate the low-interest loan application package for submittal. This additional work required of the consultant resulted in a substantial change in the scope of work under the original contract. Attached is a letter from Luke-Dudek delineating all of the various tasks that are additional to the original scope of work. Luke-Dudek was asked to provide these tasks when it became apparent that the extra work would be required, not only as it relates to the Master Plan but also to the application for the low-interest loan application. The costs are listed for the associated tasks. The application process assistance is for State funding for the Encina Basin Water Reclamation Project - Phase I. Monies are available for Reclamation Water Projects through a low-interest Agenda Bill # 6/3 (continued) water reclamation loan program from the California State Water Resources Control Board. The maximum loan amount is $5,000,000 and the interest rate is approximately 4%. The facilities discussed in the Phase I Program include a 1.4 million gallon underground storage reservoir, a reclaimed water distribution pumping structure, and an 18" pipeline transmission and distribution system and treatment upgrades at the Meadowlark and Leucadia treatment facilities. FISCAL IMPACT Monies were not specifically identified for this project in the budget for 1989-90. However, the budget does have an item listed for Special Service for $120,000. The audit and the potable Water Master Plan costs total approximately $86,000 leaving about $34,000 in the budget for this item. The County Water Authority recently, on WARAC's recommendation, approved an additional $17,620 for this additional work as a result of a request from city staff. That money combined with the $34,000 remaining in the District's Special Service budget provides sufficient monies for this extra work. EXHIBITS 1. Referenced letter from Luke-Dudek. 2. Modify the phasing of the recommended reclaimed water distribution facilities to reflect changes in the anticipated future development of undeveloped area of the City to take advantage of developer funds to construct the future distribution facilities. Conduct KYPIPE computer modeling of the proposed reclaimed water distribution system, including pipelines, reservoirs and pressure regulating facilities for each phase in the master plan to optimize sizing and alignments. Address the potential for use of abandoned potable water lines for use as reclaimed water distribution lines. Prepare a policy statement regarding the use of abandoned water lines as they become available, for reclaimed water distribution, and identify in each phase of the master plan. Expand the discussion for the Calaveras Hills WRP to discuss the potential for operating the plant now, with the recommended improvements to the fail safe outfall line and sludge disposal line. Add a separate discussion for use of Calavera Hills WRP to provide reclaimed water to the Lake Calavera Hills golf course. Revise reclaimed water storage subalternatives to delete discussion of Squires I reservoir from main text. Prepare a detailed economic and financial analysis for the each of the phases of the master plan, using pro forma statements for anticipated revenues and expenditures. Include in the financial analysis the scenarios assuming State funding and no State funding, and revenues from water service charge increases. Discuss economic and. financial analysis in terms of value of construction and operation of the proposed reclaimed water project for the Carlsbad Municipal Water District. Expand the financial analysis to focus on the construction financing plan, revenue program, sources and timing of funds for design and construction, pricing policy of reclaimed water, cost allocation between water supply and pollution purposes, fresh water prices, reclamation project costs, unit costs, unit prices, total revenues, subsidies, sunk costs and indebtedness, and sensitivity analysis. Develop organizational structure for financing of the phased projects. Expand the discussion on the institutional arrangements beyond the contractual arrangements that would be required between the buyers and sellers of reclaimed water, as well as the inter agency agreements. Discuss the “no action” alternative and expand the discussion on the financial feasibility of reuse of reclaimed water. Prepare for and present the draft master plan to the Carlsbad Municipal Water District, Encina Joint Powers Authority, Carlsbad Planning Department, Carlsbad City Council, Vallecitos Water District, Leucadia County Water District, Buena Sanitation District, Olivenhain Municipal Water District, City of Vista and City of Encinitas. Work with the Carlsbad Planning Department staff to rewrite the Environmental Impact Assessment Form included in the Encina Basin Study for to make it less ambiguous for staff reviewing the State loan application. Incorporate all review comments from previous final draft review and prepare 25 additional copies of the second draft master plan and 50 copies of the final plan document. .- . ? . . . We realize that this is a significant amount compared to the original contract amount, but the amount of work required to prepare the draft final report document represents a significant level of effort that was not originally contemplated. We have presently completed about 35 percent of the additional work described in the preceding task description, most of which was in the KYPIPE modeling and economic and financial analysis. Please review this letter and let us know if you want us to proceed with preparation of the formal contract change request. (NOW DUDEK & ASSOCIATES, INC.) WHEREAS, Luke-Dudek Civil Engineers, Inc., in contract with the City of Carlsbad, has drafted a Water Reclamation Master Plan, and WHEREAS, the District hereby accepts the assignment of that contract to the District and hereby agrees to carry out all of the duties and obligations of the City under said contract, and WHEREAS, further work on the Master Plan is required to provide the additional information requested and the assistance required to package the low-interest loan application. NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District that: The additional work by Dudek & Associates, Inc., at a cost of $44,610, is hereby approved.
