ITEM EXPLANATION The property and liability insurance coverages for the District are currently provided by the Association of California Water Agencies - Joint Powers Insurance Authority (ACWA-JPIA). This organization is comprised of hundreds of water agencies from throughout the State. Through the economies of scale concept, this much larger pool of agencies may obtain some very reasonable rates in comparison to what they may be able to achieve on an individual basis. The governing body of the ACWA-JPIA consists of one regular representative and one alternate from each of the participating agencies. The alternate may represent the District at all ACWA- JPIA functions and have the same authority that the regular representative maintains. Current bylaws mandate that the regular representative be a member of the agency's governing board. Currently, two members of the water commission act as the representative and the alternate (Commissioners Greer and Maerkle). Therefore the member of the Board of Directors needs to be appointed as the District's representative. ACWA-JPIA Board meetings are held twice a year, in the spring and in the fall, at the ACWA Conferences. The location will vary according to where the conferences are being held. The position has no specific compensation, with out-of-pocket expenses being reimbursed by the District. FISCAL IMPACT No direct impact on District operations from this appointment. EXHIBITS None
