AND IMPROVED EYE CARE PLAN COVERAGE RECOMMENDED ACTION: ITEM EXPLANATION In the past, the District employees (classified employees) selected representatives from each of their divisions/depart- ments.(Administration, Engineering and Maintenance-Operations) to negotiate-with the Board. These representatives met with members of the Board of Directors' Personnel Committee to discuss and negotiate the employee requests for the new fiscal year. The package was then presented to the full Board by the employee representatives and with the recommendations of the Personnel Committee. The full Board then discussed and acted on the employee requests at that Board meeting. The employees generally have limited their requests in the past, to the cost-of-living increase in accordance with the CPI-U,index (monthly update of L.A. region) and to some increase or adjustment in the employees ' health insurance program. This year the employee representatives have presented their requests to the General Manager for discussion and negotiations. The employees are requesting a 5.5% increase in accordance with the previously mentioned CPI-U index. In addition, the employees have requested an increase in the eye plan coverage in the health insurance package. The increase in the coverage will provide exams, frames and lens every twelve months and will include tint and photogray but not heavy duty 400 or ultra violet coating. The procedure changed this year by having the representatives meet and confer with the General Manager. The employee represen- tatives will not be meeting with the Board of Directors as they have in the past. The General Manager is conveying the requests to the Board of Directors in this agenda bill with recommendations. FISCAL IMPACT The cost to the District for the 5.5% cost-of-living increase would be $5,081.00 per month or $60,972.00 annually. The cost to the District for the improved eye care coverage will cost the Agenda Bill on Employee Requests (continued) District $145.95 per month or $1,751.40 annually. Monies are available in the 1990-91 District Operations budget for these increases. EXHIBIT Resolution No. 669. RESOLUTION NO. 669 RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT APPROVING EMPLOYEE COST-OF-LIVING INCREASE AND IMPROVED EYE CARE PLAN COVERAGE WHEREAS, District employees, as in the past, have met and selected representatives from their group to negotiate their requests with the General Manager. WHEREAS, these representatives, after meeting with all the employees and arriving at those requests of greatest importance to the majority of the employees, then presented a request to the General Manager for a cost-of-living increase of 5.5% based on the CPI-U index for the Los Angeles region, and an upgrade to the eye plan coverage currently enjoyed by District employees. The General Manager then transmitted the request to the Board of Directors. NOW, THEREFORE, the Board of Directors of the Carlsbad Municipal Water District approve the requests described above. PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad Municipal Water District held on the 10th a-- day of Julv I 1990, by the following vote, to wit: AYES: Board Members Lewis, Kulchin, Pettine, Mamaux and Larson NOES: None ABSENT: None ATTEST:
