ENG. CMWD PROJECT NO. 90-105 I RECOMMENDED ACTION: Adopt Resolution No. 674 awarding the contract for exterior painting of two water storige reservoirs, Elm and Skyline steel tanks. ITEM EXPLANATION: Contractual exterior painting maintenance of water storage reservoirs is required throughout the District. Presently, the two water-storage reservoirs Elm and Skyline steel tanks require exterior painting maintenance. This contract will ensure the painting is performed at the preventative maintenance level. The two,large water storage reservoirs, Elm and Skyline, that cannot be 'maintained by existing District equipment will have the exterior painted through this contract. The District Inspector will schedule the required painting maintenance and will closely monitor the contractor for compliance to the agreement. Specifications for painting the exterior of steel tanks were developed by the Engineering Department. In accordance with Section 3.28.120 of the Municipal Code, Notice to Bidders was published. Five responses were received, opened, witnessed and recorded on July 25, 1990. The lowest responsive bidder for the contract was XIOS Painting Company, 3711 Roxbury Street, San Pedro, California 90731 for $20,400. I FISCAL IMPACT The District has budgeted $60,000. for painting maintenance of reservoirs in the 1990-91 budget. Painting of the exterior of the two steel tanks by outside contractors will cost $20,400. Ample funds should be available for this project. I EXHIBITS 1. Location Map. 2. EXHIBIT "B" SECTION 00530 - AGREEMENT THIS AGREEMENT, made and entered into this ---- day of 1990, by and between CARLSBAD MUNICIPAL WATER DISTRICT, hereinafter referred to as 'VDistrictlV and , hereinafter referred to as Contractor." WITNESSETH: 1. Contractor shall, under the direction and to the satisfaction of District, furnish all labor, materials, equipment, transportation and services for: PAINTING THE EXTERIOR OF (2) WATER STORAGE RESERVOIRS (ELM AND SKYLINE) in the principal sum of $ in accordance with the plans and contract specifications documents, all of which are incorporated herein by reference and made a part hereof. 2. Contractor shall pay to any laborer, mechanic or apprentice employed, the prevailing rate of hourly wages and rates for legal holidays, overtime work, and standard apprentice wages as set forth in the Advertisement for Bids and keep adequate records thereof. Contractor shall, accordingly, pay as a penalty to the District the sum of up to One Hundred Dollars ($100.00) f or each calendar day or portion thereof for each workman paid less than the prevailing and standard wage under this contract, by Contractor and/or any sub- contractor. 3. Contractor shall commence construction within ten (10) calendar days from receipt of Notice to Proceed and pursue said work in a diligent and workmanlike manner without interruption and complete construction thereof within ninety (90) calendar days as noted in the Notice to Proceed. 4. District agrees to pay and Contractor agrees to accept proportionate payments as Work progresses according to specification, subject to additions and deductions provided therein, all in accordance with the applicable provisions of Standard Specifications for Public Works Construction which sums shall be computed for the prices set forth in the bid submitted by the Contractor. 5. The Contractor will commence the work required hereunder when required by the Notice to Proceed, and shall complete the work within the following times thereafter: Ninety (90) Calendar Days 00530-l . ,- ---.
