REPRESENTATIVE ON THE SAN DIEGO COUNTY WATER AUTHORITY BOARD OF DIRECTORS RECOMMENDED ACTION: \ ClTY MGZ - Adopt Resolution No. 687 reappointing Eric Larson to the Board of Directors of the San Diego County Water Authority to represent the Carlsbad Municipal Water District for the six year term ending June 1996. ITEM EXPLANATION Director Larson was appointed by the District's Board of Directors on January 2, 1990 by Resolution No. 649 to complete the term, then held by Director Bonas, which was scheduled to end in June 1990. In order to keep Director Larson as the District's representative on the San Diego County Water Authority Board it is necessary for our Board of Directors to reappoint him by resolution. A resolution has been prepared for your consideration and approval. FISCAL IMPACT None. All compensation and reimbursement of expenses is paid directly by the Authority. Lewis, President of the Board of Directors of Carlsbad Municipal Water District, has designated and appointed Eric Larson to serve as its representative on the Board of Directors of the SAN DIEGO COUNTY WATER AUTHORITY; and WHEREAS, the Board of Directors of Carlsbad Municipal Water District desires to consent to and approve said designation and appointment; and WHEREAS, by Resolution No. 506, it was declared the policy of the Carlsbad Municipal Water District that no person shall serve more than six years as District representative on the San Diego County Water Authority Board of Directors; NOW, THEREFORE, it is hereby resolved that the designation and appointment of Eric Larson as representative to the Board of Directors of the SAN DIEGO COUNTY WATER AUTHORITY is hereby consented to and approved. Eric Larson be reappointed to the Board of Directors of the San Diego County Water Authority for the term ending June 1996; 2. The Secretary is hereby directed and authorized to deliver a certified copy of this Resolution forthwith to the Board of Directors of the San Diego County Water Authority. In fact, Mr. Larson will serve more than six years if he completes his appointed term to June 17, 1996. I considered this recital as precatory and that it did not contradict or otherwise impact the legal efficacy of Mr. Larson's appointment to the Board of Directors of the San Diego County Water Authority. In other words, I have interpreted the Resolution as though the third lVWHEREAS'l clause were not included. Your District has the option to either reappoint or recall Mr. Larson if and when it may choose pursuant to Section 6 of the County Water Authority Act. Sincerely, Y&&U Paul D.
