CARLSBAD MUNICIPAL WATER DISTRICT cU=Y MGR.s RECOMMENDEDACTION: Direct staff to proceed with coordination between the Division of Parks and Recreation and the San Dieguito Water District to adjust the boundary line between the Carlsbad Municipal Water District and the San Dieguito Water District near the La Costa Avenue and Carlsbad Boulevard intersection. (As shown in Exhibit A) ITEM EXPLANATION: The State Division of Parks and Recreation is currently planning to construct a new parking facility in an area adjacent to Carlsbad State Beach, located just off of Carlsbad Boulevard and to the northwest of La Costa Boulevard. The proposed location of the parking facility lies within the Carlsbad city limits, however responsibility to provide water service to the facility would be geographically divided between the Carlsbad Municipal Water District and the San Dieguito Water District. At present, the nearest existing water line to the proposed project is that of the San Dieguito Water District, located approximately 700 feet from the site. Carlsbad's nearest existing water line is approximately 4800 feet to the north of the project. In order to determine which water district would provide service to the site, numerous boundary adjustment alternatives were considered. These included adjustments which would cause district boundaries of Carlsbad Municipal Water District and San Dieguito Water District to be contiguous with the city limits of the cities of Carlsbad and Encinitas. Carlsbad staff has opposed any adjustment to the Carlsbad city limits, however, it would appear most appropriate for water service to the site to be provided by the San Dieguito Water District. Both the Carlsbad Municipal Water District staff and the San Dieguito Water District staff are recommending that the boundaries of the Carlsbad Municipal Water District be expanded so that they are contiguous with that of the Carlsbad city limits. Additionally it is proposed that a mutual agreement between the Carlsbad Municipal Water District and the San Dieguito Water District be developed designating, for an interim period, water service to the site to be provided by the San Dieguito Water District. The State Department of Parks and Recreation and the San Dieguito Water District have agreed to participate in any documentation or processing of the boundary adjustment request as required by LAFCO. The final agreement will be presented to the Board, for action, upon completion. FISCAL IMPACT There is no anticipated fiscal impact as a result of this possible boundary change. EXHIBITS 1.
