HD. w MTG.~ EL CAMINO REAL FROM CHESTNUT TO HOSP WAY CMWD PROJECT 89-102 (CITY PROJECT 3325). CITY AI-R iE3 DEPT.FNGRG CITY MGR.+L- RECtlMMENDED ACTION: Adopt Resolution No. 695 approving plans and specifications, authorizing advertisement for bids for the construction of waterline improvements to El Camino Real from Chestnut Avenue to Hosp Way. ITEM EXPLANATION This project is a joint venture between the City of Carlsbad and the Carlsbad Municipal Water District. The proposed City improvements include the widening of the northbound lanes of El Camino Real between Chestnut Avenue and Elm Avenue. Also included will be the installation of fully landscaped medians to City, standards. The CMWD portion of the project includes installation of enlarged waterline facilities in El Camino Real from Chestnut Avenue to Hosp Way. The project is being developed as a joint effort between the City and CMWD to take advantage of construction economies, efficiency of construction management and inspection services, and enable all improvements to be installed under a single traffic control and construction plan. The plans, specifications, and contract documents for the improvements have been recently completed and are ready for advertisement for construction bids. Staff recommends the Board of Directors approve the plans and specifications and authorize the advertisement .of construction bids. Construction of the improvements will begin in February 1991. A companion item before the City Council will be considered on the same agenda to authorize the City's expenditure for the project. ENVIRONMENTAL REVIEW: The Planning Director issued a Negative Declaration on September 20, 1990, finding the proposed development not to have a signi- ficant impact on the environment and that the project is in compliance with the Guidelines for Implementation of the California Environmental Quality Act and the Environmental Pro- tection Ordinance of the City of Carlsbad. GENERAL PLAN CONSISTENCY: The City Planning Commission, by action on October 17, 1990, has determined that the proposed improvements are consistent with the Carlsbad General Plan. Page 2 of Agenda Bill No. ML PROPOSITION H CAPITAL PROJECT SPENDING LIMITATIONS: The City's estimated portion of the project totals $638,600 and is funded from Public Facilities Fee funds. The Carlsbad Municipal Water District's portion of the project totals $1,720,000 to be generated by District revenues. This project is exempt from the City's Proposition H Capital Project Spending Limitation. FISCAL IMPACT: The City Council has previously appropriated $500,000 in the 1989-1990 Capital Improvement Program budget for the construction of street median improvements for the project. These funds are appropriated in Project Account No. 320-820-1840-3325. The Carlsbad Municipal Water District has budgeted $1.72 million for the construction of waterline improvements for the project. Additionally, potential reimbursements for street median improve- ments are expected from private developers as listed below: Multitech Properties Median Improvements: CT 83-20 $71,162 (Est.) LCJ Development Corporation Median Improvements: CT 81-19 $55,753 (Est.) Horace & Dolphine Felkins Median and Street Widening Improvements: CT 89-26 $87,482 (Est.) These reimbursements are development conditions of approved final maps for Multitech and LCJ Development and an approved tentative map condition of Felkins. Letters have been sent to the above developers providing initial cost estimates for the improvements required as conditions of their respective developments. Total estimated project cost prior to solicitation of competitive construction bids is $2,143,932. Water facility improvements, design, administration, and construction contingencies are estimated to be $1,720,000 for CMWD. Street improvements, design, administration, and construction contingencies are estimated to be $638,600 for the City. Staff wishes to emphasize that the following estimates are subject to confirmation through the solicitation of competitive construction bids. LOCATION MAP LEGEND ........ ........ ;;;;i;;; AREA TO BE IMPROVED’ ........ --- WATERLINE IMPROVEMENTS 1 NOT TO SCALE r PROJECT NAME EL CAMINO REAL IMPROVEMENTS CHESTNUT AVENUE TO HOSP WAY PROJECT + EXHIBIT 3325 1 RESOLUTION NO. 695 A RESOLUTION OF THE CARLSBAD MUNICIPAL WATER DISTRICT APPROVING PLANS AND SPECIFICATIONS, AUTHORIZING THE ADVERTISEMENT OF BIDS, AND APPROPRIATING FUNDS FOR THE CONSTRUCTION OF WATERLINE IMPROVEMENTS TO EL CAMINO REAL FROM CHESTNUT AVENUE TO HOSP WAY (CMWD NO. 89-102) WHEREAS, the Board of Directors of Carlsbad Municipal Water District has determined it is necessary, desirable, and in the public interest to construct waterline improvements to El Camino Real from Chestnut Avenue to Hosp Way; and WHEREAS, plans, specifications, and contract documents for the furnishing of all labor, materials, tools, equipment, transportation, and other expenses necessary or incidental for said project, have been prepared and are on file in the Municipal Projects Department of the City of Carlsbad; and WHEREAS, $1.72 million are available from the District's Major Facilities Charge account: and WHEREAS, construction of said improvements is a matter of public necessity and safety. NOW, THEREFORE, BE IT RESOLVED as follows: 1. That the above recitations are true and correct. 2. That the plans, specifications, and contract documents as presented are hereby approved. 3. That the City Clerk of the City of Carlsbad is hereby authorized and directed to proceed to publish, in accor- dance with law, Notice to Contractors inviting bids for the construction of street (City Project 3325) and waterline (District Project 89-102) improvements to El Camino Real in accordance with the plans, specifications, and contract documents hereinabove referred.
