ADMI N l SCHEDULE IN ORDINANCE NO. 30 REC0MMENDED ACTION: Adopt Ordinance No. 34 calling for a change in the current watering schedule in Ordinance No. 30 (Stase 2 - Mandatory Compliance - Water Alert) upon the termination of daylight saving time. The recommendation is to permit watering between 5:00 p.m. and 9:00 a.m. ITEM EXPLANATION At their meeting on July 24, 1990, the Board of Directors requested .that the Water Commission consider a change in the watering hours when daylight saving time ends. The ,Water Commission reviewed the Stage 2 watering schedule at their meeting held on October 17, 1990, and unanimously recommend that it be revised from the hours between 6:00 p.m. and 6:00 a.m. to the hours between 5:00 p.m. and 9:00 a.m. These hours are to remain in effect until further notice. The San Diego County Water Authority is in the process of reviewing and revising the Emergency Water Management Ordinance. It is our understanding that they are also considering allowing watering between the hours of 5:00 p.m. and 9:00 a.m. Although the ordinance will not be legally effective until thirty days after Board approval, it is the intent of the District to issue a press release to advise that the new watering hours are effective immediately. FISCAL IMPACT There is no direct fiscal impact anticipated from approval of this recommendation. EXHIBITS 1. Ordinance No. 34, Amending the Emergency Water Management Program (Ordinance No. 30). . - . 1 i 7 c 4 F x. c 7 E S 1C 11 12 15 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 ORDINANCE NO. 34 AN ORDINANCE OF THE CARLSBAD MUNICIPAL WATER DISTRICT AMENDING STAGE 2 WATERING SCHEDULE IN ORDINANCE NO. 30 BE IT ORDAINED by the Board of Directors of the Carlsbad Municipal Water District as follows: Section 1: On page 2 of Ordinance No. 30 under SECTION 6. Water Conservation Stases. (B) STAGE 2 - MANDATORY COMPLIANCE - WATER ALERT., the first item shall be changed to read as follows: 1. Lawn watering and landscape irrigation, including construction meter irrigation, is permitted only between the hours of 3:00 p.m. and 9:00 a.m. the following morning, EXCEPT WHEN RECLAIMED WATER IS USED. Watering is permitted at any time if a hand-held hose equipped with a positive shut-off nozzle is used, a hand-held faucet-filled bucket of five (5) gallons or less is used, or a drip irrigation system is used. Section 2: Effective Date and Publication'. This Ordinance shall become effective thirty days after the date of adoption and shall be published within ten days of adoption, pursuant to California Water Code Section 376.
