RECOMMENDED ACTION:
Adopt Resolution No. 310 accepting bids, awarding a construction contract and appropriating funds for the construction of improvements to El Camino Real from Chestnut Avenue to Hosp Way, Project No. 3325.
ITEM EXPLANATION:
On November 13, 1990, the Board of Directors authorized the advertisement of bids for the improvements to El Camino Real from Chestnut Avenue to Hosp Way. Five (5) sealed bids were received on January 9, 1991, as follows:
1. ABC Construction Company, Inc. $ 970,984.OO 2. R. E. Hazard Company $1,014,999.75 3. William Kirchnavy Construction, Inc. $1,026,981.54 4. Clayton Engineering, Inc. $1,065,872.50 5. Drainage Construction Company $1,238,733.10
This project includes the construction of a major water main distribution pipeline on the easterly side of El Camino Real in association with the City's construction of street improvements and installation of landscaped medians on El Camino Real between Chestnut and Hosp Way. Construction is anticipated to begin in late February will and require approximately five (5) months to complete. The combined pre-bid engineer's estimate for both the street improvements/median work and the waterline work was $1,686,517.50.
Municipal District's Projects staff, Purchasing staff, and the City Attorney's Office have reviewed the complete bid documents from all parties in detail and have concluded that the lowest responsive, responsible bidder is ABC Construction Company, Incorporated. It is therefore recommended that the award of contract be made to ABC Construction Company, Incorporated.
Right-of-Way Engineering Services, Incorporated, is presently under contract with the Carlsbad Municipal Water District to perform construction staking for all project related to water utility construction.
FISCAL IMPACT
The City Council has previously appropriated $500,000.00 in the current Capital Improvement Program budget for the construction of the City's portion of the improvements for the project. These funds are appropriated in Project Account No. 320-820-1840-3325. The construction bid for the City-funded portion of the project is $439'900.00. Carlsbad Municipal Water District has budgeted $1.72 million for the construction of water line improvements for the

project. Ample funds are be available for this project. The estimated City-funded and C.M.W.D.-funded project costs are as follows: C.M.W.D. Design $ 30'000.00 Geotechnical $ 5,ooo.oo Construction (actual bid) $531,084.00 Construction Staking $ 5,ooo.oo Construction Contingencies (15%) $ 79'663.00 Inspection/Administration (5%) $ 26,554.OO

The portion of the project for water improvements will be funded from the District's Major Facilities Charge Account. Sufficient funds were budgeted for the 1990-1991 fiscal year.

RESOLUTION 710
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT, ACCEPTING A BID AND AUTHORIZING THE EXECUTION OF AN AGREEMENT FOR EL CAMINO REAL WATER MAIN REPLACEMENT, CMWD PROJECT NO. 89-102
WHEREAS, the Board of Directors of the Carlsbad
Municipal Water District has previously authorized the
advertisement of bids for the construction of improvements to El
Camino Real from Chestnut Avenue to Hosp Way, CMWD Project No.
89-102; and
WHEREAS' five (5) sealed bids were received on January
9, 1991, for said project: and
WHEREAS' all bid documents received from all bidders
have been reviewed in detail and the Board of Directors hereby
find that the lowest responsive, responsible bid received for the
construction of said project was submitted by ABC Construction
Company, Incorporated, in the amount of $531,084.00 for the
District's portion of said project.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Directors of the Carlsbad Municipal Water District of Carlsbad,
California as follows:
1. That the above recitations are true and correct.
2. That the bid of ABC Construction Company, Inc.,
3120 National Avenue, San Diego, California 92113 is hereby
accepted.

3. That.the President of the Board of Directors of the
Carlsbad Municipal Water District is hereby authorized and
directed to execute an agreement for and on behalf of the
Carlsbad Municipal Water District.
PASSED, APPROVED AND ADOPTED at a regular meeting of
the Carlsbad Municipal Water District held on the 5th day of
February , 1991 by the following vote, to wit:
