Increased Major Facilities Charge (MFC) RECOMMENDED ACTION: Hold a public hearing and adopt Resolution No. 717 accepting and approving the increase in the Carlsbad Municipal Water District's Major Facilities Charge ITEM EXPLANATION At the January 29, 1991, Board of Directors meeting, the new potable water master plan was approved. A significant portion of the new plan deals with the District's Major Facilities Charge (M.F.C.). The M.F.C. is the connection fee paid by the development community upon the issuance of a building permit. These revenues pay for new facilities needed to satisfy the additional demands new development place upon the water system. Thej;e types of projects usually include new reservoirs and the installation or enlargement of waterlines. The new M.F.C. was developed by incorporating engineering data from the master plan. By increasing the M.F.C., this ensures that the District will be able to fund its Capital Improvement Plan and the development community is paying its fair and equitable share for the potable water system. Setting the M.F.C. is a relatively simple process once the engineering data is developed. Taking into consideration ultimate development projections, existing and ultimate flow data, and a review of existing facilities, the creation of a listing of the necessary facilities to meet buildout demands can be completed. Once a listing of facilities is completed, cost estimates are then developed, and the projects are placed into phases based on their estimated construction dates. Knowing the amount of funding needed and the approximate time frame for construction, a new M.F.C. was set. The Water Commission recommends approval of the new M.F.C. FISCAL IMPACT The new M.F.C. is recommended to be set at $2,200. This is a 28% increase from the existing $1,713 charge. The increase is due to an expanded project list when compared to the engineering data of the District's previous potable water master plan. This longer project list carries a higher construction cost estimate, therefore, a higher M.F.C. is required. The new list is attached as Exhibit B. The column to be funded by the M.F.C. is entitled "Capital Improvements". Future increases of the M.F.C. should only be limited to annual adjustments by the ENGINEERING NEWS RECORD Construction Cost Index to accommodate inflation in the construction industry. EXHIBITS 1. Water Facilities Cost Summary - RESOLUTION NO. 717 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT INCREASING THE MAJOR FACILITIES CHARGE (M.F.C.) WHEREAS, the Board of Directors of the Carlsbad Municipal Water District has adopted Resolution No. 481 setting the connection charge known as the "Major Facilities Charge" which is applied to any new water service or altered water service required within the boundaries of the Carlsbad Municipal Water District; and WHEREAS, the Board of Directors has approved the 1991 Potable Water Master Plan which updates the Capital Improvement Program and allocates the benefits to be derived between new and existing water users; and WHEREAS, the Capital Improvement Program, financing strategy and an updated and revised estimate of the equivalent dwelling units to be constructed within the boundaries of the District have been available to the public for review at least 10 days prior to the date of this Resolution; and WHEREAS, the Board of Directors has reviewed and considered said Capital Improvement Program, as shown in the 1991 Potable Water Master Plan, and other information and public comments presented for its review and concluded that an increase in the Major Facilities Charge is necessary and will not exceed the estimated reasonable cost of providing water service to new develpoment, as allocated on an equivalent dwelling unit basis: NOW THEREFORE BE IT RESOLVED that upon the expiration of 60 days from adoption of this resolution, the Major Facilities Charge, as established by Resolution No. 481, shall be $2200 per equivalent dwelling unit(E.D.U.).
