HD.ga, DECLARATION OF A STAGE V WATER ALERT OF THE EMERGENCY WATER CONSERVATION ORDINANCE 3ECOMMENDED ACTION: Adopt Resolution No. 720 declaring that a Stage V water alert of the Water Conservation Program of the Carlsbad Municipal Water District (Ordinance No. 35) be implemented, to take effect immediately, and remain in force until further notice. ITEM EXPLANATION A series of adverse events for water supply in Southern California over the past year have combined to dramatically reduce the-potential water supplies for the San Diego region for 1991 and during the next few years. An unprecedented five dry years on the State Water Project and Colorado River Basin are limiting supplies available for all users of these systems. In San Diego County, local water supplies are at a ten-year low compounding the additional demands on imported water. This year Metropolitan's supplies are likely to be l,OOO,OOO acre feet short of total demands. The implications of a fifth year of drought demand strong action at this time to conserve water to limit serious economic consequences should the drought continue and additional water supplies not materialize. Therefore, given the current water shortage and potential for serious shortages in the coming years, if events continue to turn out adversely, the County Water Authority is asking that member agencies achieve a 30% reduction in use over expected 1991 levels. The request for a 30% reduction was discussed at the San Diego County Water Authority's board meeting on Thursday, February 14th. It is expected that all the member agencies will be asking their governing entities to adopt a similar call for a 30% drought response (Stage V Water Alert). Because of the heightened public awareness of the present five- year drought and a continuing educational and water awareness program county-wide, the County Water Authority and staff believe that a 30% reduction in present water usage can be accomplished through declaration of a Stage V Water Alert. This Stage V Water Alert is in accordance with the District's Ordinance No. 35 adopting a Water Conservation Program, adopted on this date. FISCAL IMPACT The Stage V Water Alert requires a public education process through the media. The District has $30,000 budgeted for a water awareness campaign and various educational programs. The 1 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 ia 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 720 RESOLUTION OF THE BOARD OF DIRECTORS OF=- THE CARLSBAD MUNICIPAL WATER DISTRICT DECLARING THAT A STAGE 5 WATER ALERT BE IMPLEMENTED AND REMAIN IN FORCE UNTIL FURTHER NOTICE WHEREAS, a series of adverse events have affected the water supply in Southern California; and WHEREAS, both the METROPOLITAN WATER DISTRICT and the SAN DIEGO COUNTY WATER AUTHORITY have declared a Stage 5 Water Alert, which requires a 30% water conservation effort; and WHEREAS, in San Diego County, local water supplies are at a ten-year low, compounding the additional demands on imported water; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad Municipal Water District as follows: 1. Given the current water shortages and potential for more serious shortages, the Carlsbad Municipal Water District calls for a 30 percent reduction in water use over expected 1991 levels of use. 2. This 30 percent reduction is a Stage 5 Water Alert and is in accordance with the District's Ordinance No. 35 adopted on this date, March 5, 1991. PASSED, APPROVED AND ADOPTED at a meeting of the Carlsbad Municipal Water District held on the 5th day of March, 1991, by the following vote, to wit: AYES: Board Members Lewis, Kulchin, Larson, Stanton and Nygaard NOES: None ABSENT: None ALETHA L. RAUTENKRANZ, Secret*y Agenda Bill re Declaration of Stage V Water Alert (cont.) staff presently employs an Administrative Analyst and therefore allows the District to proceed with these programs as budgeted. If a 30% reduction in water usage is realized, a corresponding reduction in District revenue could occur. The District's portion of the per unit water charge used to offset District expenses is approximately 25 cents out of its total per unit charge. However, the District's recently adopted inclining block rate schedule is expected to minimize possible shortfalls. Additionally, the District's annual budgetary process assumes minimal increases in water sales. As a result, the fiscal impact of a possible reduction of revenues due to a 30% reduction in water usage would be minimal. EXHIBITS 1. Resolution No. 720 2. SDCWA Letter . Snow SUBJ: MWD Adopts Stage 5 of Their Incremental Interruption and Conservation Plan (IICP) Yesterday at MWDls regular Board meeting, the Board adopted a Stage 5 conservation effort of their IICP to begin on March 1, 1991. For the entire MWD service area, this equates to an average conservation effort of 31%. The incentive payments will take effect on March 1, while the disincentive charges will become effective on April 1, 1991. The CWA Board of Directors at their December meeting adopted a plan to require uniform conservation throughout the San Diego region. It has been estimated that a Stage 5 conservation effort will require the San Diego area to conserve about 28 to 30 percent from 1989-90 water use levels. The final water use allotments and adjustments are currently under consideration at MWD.
