ITEM EXPLANATION: During 1991, the Board has taken a number of actions in response to the current drought conditions. During this short time span, staff has developed and the Board has approved the Urban Water Management Plan. In addition, the Board will be considering the 1991 Drought Response Plan to assist customers in coping with what is shaping up to be the worst drought year on record. All of the planning done to date has been to develop a well rounded, comprehensive water conservation effort. Almost all of the specific programs are currently in full swing. These programs are the ones that take a relatively small amount of staff time and are administrative in nature, such as the ultra-low-flush toilet rebate program. Now is the time to begin the next phase and start implementing the last few items on the list of conservation programs. Most significantly, the residential water audits, and the in-house large turf irrigation audits. A field representative is required to begin offering assistance to the District’s customers on these programs. At this time, staff is requesting one additional classification. Dependent upon the future workload, the number of field representatives might be expanded. The title selected for this classification is Water Conservation Specialist. FISCAL IMPACT: The biweekly salary range for the Water Conservation Specialist will be $977 - $1,165 biweekly (Range 33). This equals $25,402 - $30,290 on an annual basis. A transfer of $10,702 from the -- - Municipal Water District’s General Fund unappropriated balance is needed to pay the salary and salary related benefits for the remainder of the 1990-91 fiscal year. In addition to the personnel costs for this position, there is a need to add some capital items. This individual would need a vehicle and a lap-top computer to be used in the field. These expenditures were not budgeted for in the current fiscal year. However, there are sufficient funds in the District’s undesignated reserves for this project. Exhibit A, Water Conservation Specialist Classification. - RESOLUTION NO. 719 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT AMENDING THE CLASSIFICATION PLAN AND SALARY SCHEDULE OF THE DISTRICT TO ADOPT THE CLASSIFICATION OF WATER CONSFRVATION SPECIALIST. WHEREAS, the Executive Director recommends and the Board of Directors concurs, that the classification of Water Conservation Specialist should be adopted and included in the Districts Classification Plan and Salary Schedule. NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad Municipal Water District as follows: 1. That the above recitation is true and correct. / 2. That the Board of Directors authorizes and directs the Executive Director to add the classification of Water Conservation ’ Specialist, as described in Exhibit A, attached hereto and made a part ~ thereof. 3. That the Board of Directors authorize and direct the ’ Executive Director to add the title of Water Conservation Specialist to the District Salary Schedule at $977 - $I,1 65 biweekly (Range 33). 4. RAUTENKRANZ, Secr\etary (SEAL) CARLSBAD MUNICIPAL WATER DISTRICT JOB DESCRIPTION JOB: Water Conservation Specialist DFPARTMEIQ: Municipal Water District BASIC FUNCTION: Under general supervision, to perform varied water conservation duties including developing, implementing, and monitoring specific water conservation programs; and to do related work as assigned. DISTINGUISHING CHARACTERISTICS: The Water Conservation Specialist is responsible for conducting water audits for commercial and residential customers and for providing services to businesses and the public relative to the promotion of Carlsbad Water District conservation programs. RESPONSIBILITIES: KEY Performs and supervises water use audits for industrial large turf irrigation, common area and municipal landscape irrigation, recreational, agricultural, commercial and residential users. Provides information to customers, answers questions by telephone, correspondence or in person. Monitors availability of efficient and approved water saving devices and conservation materials. Researches and analyzes trends in water conservation measures and programs. Analyzes customer base for preparation of list distribution and installation of water saving devices. Performs and supervises the installation of water saving devices. Water Conservation Specialist (cont.) Enforces the policies of the Carlsbad Municipal Water District by reporting those customers who are in violation of any established water ordinance or policy. Operate a personal computer in order to monitor those customers who have undergone water use audits. Operate Water District vehicles. This position reports to the Administrative Analyst. . Methods, techniques, tools and equipment used in water distribution, operations and maintenance work. . Water District ordinances and policies as they relate to conservation programs. . Principals in irrigation and residential water audits. . Current water conservation programs and materials. . Applicable codes and regulations. . Personal computers and appropriate applications. . Preparing and maintaining a variety of accurate written and computerized records and reports. Identifying and implementing effective courses of action to complete assigned work. Identify effective water conservation programs. Establish and maintain effective working relationships with those contacted in the course of work. Assign, check, correct and participate fully in the work of subordinates. Understand and carry out oral and written instructions. Operate personal computers and related programs. Operate a vehicle, observing legal and defensible driving practices. One year experience in the water or related industry including specialized training in the performance of irrigation and residential water audits. SPECIAL REQUIREMENTS: Possession of or ability to obtain an appropriate California driver’s license, and a satisfactory driving record. May be required to work after hours and weekends as needed.
