HD./?zf DISTRICT ENGINEER POSITION IECOMMENDED ACTION: Adopt Resolution No. 722 authorizing the General Manager to fill the District Engineer's position and appropriating funds. ITEM EXPLANATION: A recommendation of the "Management and Operating Planl@ for the District was to separate the General Manager/District Engineer position. Currently, the General Manager also serves as the District Engineer and performs all of the engineering functions for the District. As a result, funds to pay the District Engineer as a separate position were not included in the current budget. The present drought situation plus the additional responsibilities of the sewer and reclaimed water functions (also recommended in the *Plan') create demands on the General Manager's time that prevents the Manager from performing the District Engineer's functions properly. A classification and compensation study will be undertaken soon by the Human Resources Department. Upon completion of this study, a search for a permanent District Engineer will begin. This could take 6 to 8 months. However, it is desirable to have someone perform the necessary engineering functions as soon as possible. Therefore, this request is to fill the District Engineer position on a temporary basis until a permanent full-time engineer can be hired. The District's Administrative Code presently includes the District Engineer's position and also allows for the District to fill that position with a temporary. FISCAL IMPACT: There is approximately $400,000 in the Unappropriated Reserve Fund for fiscal 1990-91. Approximately $75,000 needs to be transferred from the Unappropriated Reserve Fund to the Operating Budget for a temporary to fill the District Engineer position. The appropriation of these funds will reduce the Unappropriated Reserve Fund balance to $325,000.00. I II l 1 RESOLUTION NO. 722 A RESOLUTION OF THE BOARD OF DIRECTORS 2 OF THE CARLSBAD MUNICIPAL WATER DISTRICT AUTHORIZING THE GENERAL MANAGER TO FILL THE 3 DISTRICT ENGINEER'S POSITION AND APPROPRIATING FUNDS WHEREAS, the District desires to fund the position of 6 District Engineer: and 7 WHEREAS, the position of District Engineer was not funded in the 1990-1991 budget; I NOW, THEREFORE, BE IT RESOLVED by the Board of 10 Directors of the Carlsbad Municipal Water District as follows: 11 1. That the above recitations are true and correct. 12 2. That the amount of $75,000 is hereby appropriated 13 to the Operations Budget account from the Unappropriated 14 Reserve Fund to support the cost of these services. 3.
