TITLE: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO BID CONSTRUCTION

RECOMMENDED ACTION:
Adopt Resolution No. '>dl approving plans and specifications and authorizing the Secretary to advertise for bids for the construction of the Jefferson Street Water Line Project.
ITEM EXPLANATION
In the 1990-glbudget, the Board of Directors appropriated funds for water main replacement in the downtown area of Carlsbad. Staff recommends proceeding with the proposed construction to upgrade and replace distribution mains to meet City standards and fire flow requirements in Jefferson and adjacent streets.
Construction is anticipated to require approximately ninety (90) calendar days from the date of the issuance of the Notice to Proceed. This project includes water line replacement in portions of Jefferson Street, Arbuckle Place, Home Avenue and Hope Avenue as shown on the attached location map. Staff recommends approval of the project plans specifications and requests authorization to proceed to bid for the upgrade and replacement of distribution mains to accommodate fire flow requirements.
FISCAL IMPACT
Funds in the amount of $500,000 have been appropriated in the 1990-91 budget for water -line replacement projects in the downtown area. The construction cost estimated for this project is $375,656. Therefore, there are sufficient funds available for this project.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING THE SECRETARY TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE JEFFERSON STREET WATER LINE PROJECT, CMWD PROJECT 89-101

5 WHEREAS, the Board of Directors of the Carlsbad Municipal
6 Water District of Carlsbad, California, has determined it necessary
7 and in the public interest to construct the Jefferson Street water
8 line project to upgrade and replace distribution mains to
9 accommodate fire flow requirements; and
10 WHEREAS, plans and specifications for the furnishing of
11 all labor, materials, tools, equipment, transportation and other
12 expenses necessary or incidental for said project, have been
13 prepared and are on file in the Engineering Department of the
14 Carlsbad Municipal Water District:
15 WHEREAS, funds appropriated in the 1990-91 budget in the
16 amount of $500,000 are available.
17 NOW, THEREFORE, BE IT RESOLVED by the Board of Directors
18 of the Carlsbad Municipal Water District, as follows:
19 1. That the above recitations are true and correct.
20 2. That the plans and specifications as presented are
21 hereby approved.

1 3. That the Secretary of the Board of Directors of the
2 Carlsbad Municipal Water District is hereby authorized and directed
3 to publish, in accordance with law, Notice of Contractors inviting
4 bids for the construction of the Jefferson Street water line

6 PASSED, APPROVED AND ADOPTED at a special meeting of the
7 Board of Directors held on 19th day of March # 1991
