CMWD RECOMMENDED ACTION: Adoption of Resolution No. 730 declaring a Stage IV water alert and requiring it to remain in effect until further notice and rescind Resolution 720 declaring a Stage V water alert. ITEM EXPLANATION At the April 11, 1991, meeting, the Board of Directors of the’San Diego County Water Authority (SDCWA) rescinded Ordinance 91-l that declared a Water Emergency for the County and reduced water allocations to its member agencies by 50%. The effective date of the declaration of the Water Emergency was initially set for April 1st then delayed to the 15th due to what is being called the “March Miracle” which increased snow pack in the Sierra Nevada mountains ~ from a dismal 20% to almost 80% of normal. The subsequent runoff, potential for additional supplies from the Governor’s Water Bank, and use of local storage facilities in the County is the reason for the rescission of the Water Emergency. Taking into account all available water sources, a new conservation target of 20% has been declared by the SDCWA. In March, the District adopted a six stage ordinance (No. 35) that covers any curtailment in allocations from the SDCWA up to 40%. A 20% reduction in deliveries is classified as a Stage IV under the current ordinance. The existing Stage IV contains a list of the suggested and mandatory water restrictions. A list of the mandatory restrictions are as follows: * Reclaimed water must be used for construction purposes, if available * New development must offset 20% of its demands in existing development (showerhead and toilet installations etc...). The existing Stage IV also has a number of suggested water use restrictions. A list of all of the suggested uses is attached. However, the items of most significance are: * In commercial and industrial developments, eliminate watering of all non- functional turf. * Water all other landscaping in the morning and evening hours (sprinkler systems are allowed) no more than twice weekly. The Water Commission met on April 17, 1991, and recommends the Board of Directors adopt Resolution No. 730 declaring a Stage IV water alert. -. FISCAL IMPACT The Incremental Interruption and Conservation Plan adopted by Metropolitan Water District and the SDCWA is not affected. The penalty of $394.00 per acre foot (326,000 gallons) and the $99.00 rebate will continue to remain in effect for those agencies that exceed their allocation or save more than 20%. The District will still maintain its inclining block water rate system. It is designed to recover any potential penalties that are assessed by the SDCWA. The only issue remaining is the ultimate effect a 20% reduction in water sales will have upon operating revenue. Staff will continue to monitor this situation and update the Board following the receipt of payments for the March- April billing cycle. Attachment 1. Cap on construction meters and permits for unmetered service, institute penalty pricing structure for construction water use and require a 20% cutback fw 4/17/91 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 730 RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT RESCINDING RESOLUTION NO. 720 AND DECLARING A STAGE 4 WATER ALERT TO REMAIN IN FORCE UNTIL FURTHER NOTICE WHEREAS, a number of rain and snow storms in both southern and northern California have increased the water availability for southern California; and WHEREAS, the SAN DIEGO COUNTY WATER AUTHORITY has declared a 20 per cent reduction in deliveries to its member agencies; and WHEREAS, the SAN DIEGO COUNTY WATER AUTHORITY will continue to assess monetary penalties to member agencies that exceed the monthly allotments: NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad Municipal Water District as follows: 1. Due to the information received from the San Diego County Water Authority, the Carlsbad Municipal Water District is calling for a 20 per cent reduction in water use over expected 1991 levels. 2. A Stage 4 Water Alert be declared in accordance with the District's Ordinance No. 35, adopted on March 5, 1991. 3. Rescind Resolution No. 720 which declared a Stage 5.
