RECOMMENDED ACTION:
Hold public hearing and direct staff to prepare appropriate documents to set monthly
residential water allocations.
ITEM EXPLANATION
At the May 6th Board of Directors meeting, staff was directed to return with a proposal
that will revise the manner in which single family residential water allocations are set.
Currently, a system is in place that sets monthly allocations based on actual monthly
demands that were incurred during fiscal year 1989-90. The Board prefers to utilize a
system on District-wide average demands. The time required to develop the necessary
documents is not sufficient to include them in the agenda packet for the May 14, 1991
meeting and public hearing, however copies will be distributed to Council before the
meeting and will be available to the public in the City Clerk’s office.
Additional topics to be discussed at the meeting will include:
. Increasing the penalty rates for those customers that exceed their allocations
. Exemptions for extenuating circumstances.
. Adjusting the monthly allocations for seasonal variations (higher targets in
summer, lower in winter).
. A “banking system” in which residents can be given credits for those months
in which usage falls below their monthly allocation, and draw upon those
credits for the months when targets are exceeded.
FISCAL IMPACT
No direct fiscal impact at this time.
EXHIBITS

NOTICE OF PUBLIC HEARING REVISING WATER RATE STRUCTURE
NOTICE IS HEREBY GIVEN that the Board of Directors of the Carlsbad Municipal Water District (District) will be holding a public hearing at the Carlsbad City Council Chambers, 1200 Carlsbad Village Drive (formerly Elm Avenue), Carlsbad, California, at 6:00 p.m. on Tuesday, May 14, 1991, to consider the adoption of a revised water rate structure. The District currently has in place an inclining block water rate system that bases monthly allocations to single family residences on actual demands incurred during fiscal year 1989-90 less the current conservation target (20%). Discussion will take place regarding the revision of this method and other specifics of the current system.
The monthly allocations are in effect due to cutbacks imposed on potable water deliveries by the San Diego County Water Authority. This action will apply to all single family residences within the boundaries of the District.
If you have any questions regarding this matter, please call the District office at 438-2722. If you challenge the proposed action mentioned above in court, you may be limited to raising only those issues raised by you or someone else at the public hearing described in this notice, or delivered to the City of Carlsbad's City Clerk office at or prior to the public hearing
