for 1991-92 Fiscal Year
Adopt Resolution No. 759 approving the requested classified employees cost-of-living
increase of 4.8% for fiscal year 199 l-92.
ITEM EXPLANATION
During the past few years, the annual request for a cost-of-living adjustment by the classified
employees of the Carlsbad Municipal Water District is based on data provided by the Bureau
of Labor Statistics. CPI information for the San Diego area is only published on a semi-
annual basis. Due to the lack of timely information for the San Diego area, the District has
used the consumer price index for all urban consumers (CPI-U) for greater Los Angeles.
District staff would contact the Bureau in June of each year. The CPI data would then be
used in the development of salaries that were to become effective on July 1st of that year.
Due to issues regarding the consolidation of City and District operations, the process has been
delayed this year.
In mid June of 1991, the Bureau was contacted and the CPI-U had increased 4.8% over the
previous year (April ‘90 to April ‘91). This is the basis for the request made by the classified
employees. Staff is recommending that the Board of Directors grant the 4.8% cost-of-living
adjustment to all classified employees effective with the pay period that began on July 1,
1991.
FISCAL IMPACT
The annual increase in classified employee’s salaries from this proposed action is
approximately $52,500. In the development of the 1991-92 budget, a 5.0% cost-of living
adjustment was used to determine future salaries. Therefore, sufficient funds are included in the current year’s budget

RESOLUTION OF THE BOARD OF DIRECTORS OF
THE CARLSBAD MUNICIPAL WATER DISTRICT
APPROVING THE CLASSIFIED EMPLOYEES COST-
OF-LMNG ADJUSTMENT
WHEREAS, the District’s classified employees have requested a salary
adjustment of 4.8% to cover increases in the cost-of-living; and
WHEREAS, the classified employees have also requested that these
adjustments become retroactive to the pay period beginning on July 1, 1991.
NOW, THEREFORE, the Board of Directors of the Carlsbad Municipal
Water District does hereby approve the request described above.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the Board
of Directors of the Carlsbad Municipal Water District held on the 12th day
of November , 1991, by the following vote, to wit:
