RECOMMENDED ACTION:
Adopt Resolution No. ?I.$ & awarding the bid for a 314 ton gas truck with service
body and a 5cubic yard diesel dump truck to Fuller Ford, and awarding the bid for two l/2
ton gas pick-up trucks to Dixon Ford.
ITEM EXPLANATION
The 1991-92 Carlsbad Municipal Water District budget includes funds for the purchase of
these various trucks. These vehicles will be utilized in the various functions performed by the
district in their daily operations.
Specifications for the equipment were developed by the staff of Fleet Operations and CMWD
Maintenance and Operations. In accordance with Section 3.28.120 of the Municipal Code,
Notice to Bidders was published and Request for Bids was made of 43 vendors. Twenty
responsive bids were received, opened, witnessed and recorded on November 8, 1991.
Fuller Ford, 760 Broadway, Chula Vista CA 91910, submitted the lowest, most responsive bid
of $15947.39 including tax and delivery for the 314 ton gas truck pick-up and $41,891.67
including tax and delivery for the 5cubic yard diesel truck. Dixon Ford, 5555 Paseo Del
Norte, Carlsbad CA 92008, submitted the lowest, most responsive bid of $25,278.54 including
tax and delivery for two l/2 ton gas pick-ups.

TRUCK PURCHASE
It is the recommendation of the Fleet Operations Superintendent to award the bid for Item
#l to Fuller Ford, the lowest responsible bidder, for $14,732 unit base price, no exceptions
taken.
It is the recommendation of the Fleet Operations Superintendent to award the bid for Item
#2 to Dixon Ford for $11,676 unit base price. Taking into consideration the one percent
sales tax return to the City, Dixon’s adjusted unit base price is $11,559. All three of the
lowest bidders took exceptions to the specifications. The first two, Fuller Ford and
University Ford, took exceptions on the gross vehicle weight rating - This is a major
exception involving the payload that can be carried in a l/2 ton truck, which can be
purchased as an option through the manufacturer. The exceptions taken by Dixon Ford
involve the alternator rating and tire size. Both of these items that were specified are non-
factory items. It was not the intention of the Fleet Operations Superintendent to specify
non-factory items nor to exclude any manufacturer by restrictive specifications. Therefore,
these exceptions can be waived and the lowest, most responsive bidder for Item #2 is
Dixon Ford.
It is the recommendation of the Fleet Operations Superintendent to award the bid for Item
#3 to Fuller Ford, the lowest responsible bidder, for $38,699 tit base price, exception
taken on front spring rating (non-factory standard specified). The front spring rating as
bid matches the front axle rating. The Fleet Operations Superintendent recommends that
this exception be accepted.

RESOLUTION OF THE BOARD OF DIRECTORS OF THE
CARLSBAD MUNICIPAL WATER DISTRICT, ACCEPTING THE
BIDS AND AUTHORIZING PURCHASE ORDERS FOR TWO
l/2 TON GAS PICK-UP TRUCKS, A 3/4 TON GAS TRUCK
AND A 5-CUBIC YARD DIESEL DUMP TRUCK.
NOW THEREFORE BE IT RESOLVED by the Board of Directors of the
Carlsbad Municipal Water District, as follows:
1. That the bid of FULLER FORD, 760 Broadway, Chula Vista CA 91910,
is hereby accepted and the Purchasing Officer is hereby authorized to execute a
Purchase Order for the purchase of a 3/4 ton gas truck in the amount of $15,947.39
including tax and delivery, and a 5-cubic yard diesel truck in the amount of $41,891.67
including tax and delivery.
2. That the bid of DIXON FORD, 5555 Paseo Del Norte, Carlsbad CA
92008, is hereby accepted and the Purchasing Officer is hereby authorized to execute a
Purchase Order for the purchase of two l/2 ton gas pick-ups in the amount of $25,278.54
including tax and delivery.
