HomeMy WebLinkAbout1992-03-03; Municipal Water District; 154; Approval of Water Reclamation Master PlanCARLSBAD M~YICIPAL WATER DISTRICT - A ACCEPTANCE AND APPROVAL OF THE CITY OF CARLSBAD WATER RECLAMATION MASTER PLAN RECOMMENDED ACTION: r--~ Adopt Resolution No. 319 accepting and approving the City's Water Reclamation Master Plan. ITEM EXPLANATION: The City of Carlsbad Water Reclamation Master Plan was authorized by the City, and was jointly funded by the City and the San Diego County Water Authority. The City contracted with Dudek and Associates in August 1989 to prepare the Master Plan. The purpose was to develop a master plan which provides the City of Carlsbad a feasible water reclamation plan to serve the reclaimed water markets identified in the study. This study presents a phased water reclamation plan for the City of Carlsbad based upon evaluation of reclaimed water markets, reclaimed water sources, and distribution facilities. The study area covers the entire area of the City of Carlsbad, approximately 40 square miles. The City is divided into several different land use designations as identified in the General Land Use Plan. The total gross land use from the General Plan is about 24,900 acres, of which 13,900 acres are designated as residential, 1,300 areas are designated as commercial, 2,200 areas designated as industrial, with the remaining land designated as schools, non- residential reserve, open space, railroad, streets, and highways. This Master Plan recommends the facilities to be constructed to build out of the City. The facilities identified in the Master Plan to be constructed include tertiary treatment facilities in the area of the Encina wastewater treatment facilities, new storage facilities, the existing Mahr reservoir, a reclaimed water distribution pump station at the site of the tertiary treatment facilities and at the Mahr reservoir, and the distribution pipeline system. The construction of these reclamation facilities is planned in five phases. Phase I of the plan consists of the facilities previously described to the Board. These facilities allow reclaimed water to be served to the initial five customers (La Costa, Aviara, Frazee, Ukegawa and Cal-Trans) using the funds from the State low-interest loan obtained this past year. Phase II of the Master Plan calls for construction of tertiary treatment facilities, 30 and 36 inch transmission mains, a reclaimed water distribution Pump station and associated distribution pipelines. This phase would serve the southwest area of the City and the area north of Palomar Airport Road and El Camino Real. . \ . PAGE 2 OF AB # 157 Phase III would include expansion of the tertiary treatment facilities and distribution pump station along with distribution lines to serve the northern part of the City. Phase IV would again involve expansion of the tertiary treatment facilities and the distribution pump station and extension of the distribution pipeline system to serve additional areas in the southwest, southeast and northern parts of the City. In Phase V, the distribution pipeline system would be expanded to serve the higher elevations of the City by construction of a new reservoir and pump station and the tertiary facilities would be expanded to the ultimate capacity. The capital costs, schedule of operation and the total amount of reclaimed water produced are as follows: Capital Phase costs I $5,000,000* II $16,250,000 III $13,680,000 IV $9,620,000 V $9.140.000 1992 2354 AF/yr 1997 4240 AF/yr 2002 6850 AF/yr 2007 8590 AF/yr 2012 11,480 AF/yr TOTAL $53,690,000 * Funded through the State Water Resources Control Board's low-interest loan program The Water Commission reviewed the preliminary draft of the Master Plan and made comments and recommendations to the consultant. A draft was then sent to the Olivenhain and Vallecitos Water Districts, the Encina Administrative Agency and the San Diego County Water Authority for their review and comments. The City Planning Commission, on December 4, 1991, adopted Planning Commission Resolution No. 3318 approving the Negative Declaration issued by the Planning Director and also adopted Planning Commission Resolution No. 3319 approving General Plan consistency. The Water Commission at the December 11, 1991 meeting, recommended that the Board of Directors accept and approve the City of Carlsbad Water Reclamation Master Plan. FISCAL IMPACT: The City of Carlsbad's Water Reclamation Master Plan outlines and recommends the reclaimed water facilities needs to be constructed PAGE 3 OF AB # 1 (?'I to serve the ultimate build-out of the City. As noted previously Phase I of the Master Plan facilities are being funded through proceeds of a $5,000,000 low-interest state loan. The loan will be repaid through the charge for reclaimed water. That charge is equal to the base price for potable water, which presently is $1.15 per unit (748 gallons). For the remaining phases alternate sources of funding, in addition to the charge for the sale of reclaimed water, will be required. Alternate sources of revenue for construction may include revenue bonds, special assessment districts, and certificates of participation as well as revenue from MWD and the SDCWA rebate monies. In the event debt is issued for the remaining phases, the staff will be presenting the Board options to repaying the debt. Those options may include connection fees, higher reclaimed water costs, surcharges on water costs, surcharges on sewer costs or a combination of these options as well as other rate related measures. Staff will be presenting further financial analyses to the Board, in the coming months, for the future phases of this Master Plan. I have asked for a few minutes to speak tonight for two pur- posest One is to speak in support of the bjater Reclamation Master Plan that you have before you tonight. It is a well prepared and thoroughly researched plan and I urge that you approve it tonight. My second purpose is to speak regarding the Calavera Hills Sewage Plant portion of the report. On May 2, 1989; I appeared before the City Council as President of the Calavera Hills/Summit Committee representing approximately 500 residents living in the vicinity of the Calavera Hills Plant. At that time I presented the City Council with a petition sign- ed by that number of residents asking that the Sewage Plant be dismantled and retired from service. Tonight, I am asking that you take the next step in that direction by requesting staff to undertake a study to determine the value of the prop- erty the Plant sits on preliminary to selling the property. I am sure that the property located on a main thoroughfare in Carlsbad will prove to be far more valuable than the cost of dismantling it. The Master Plan Report states that the y Calavera Hills Sewage Plant has no role in the over all Master Plan so we ask that the Plant be abolished and the annual funds spent in maintaining it be saved. We have become an organized interest group with a common desire to have the Calavera Hills Sewage Plant dismantled and retired from service. This group contains participants from neighborhoods all around the Northeast quadrant of Carlsbad. RESOLUTION NO. 779 RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT ACCEPTING AND APPROVING THE DISTRICT'S NEW WATER RECLAMATION MASTER PLAN WHEREAS, the Carlsbad Municipal Water District contracted with Dudek and Associates, Inc., in August of 1989 to prepare a new Water Reclamation Master Plan, and WHEREAS, the new Plan incorporates data from the City's General Plan, the City's General Plan Map and the District's Ylow records, and WHEREAS, the City's Planning Commission has approved the Negative Declaration prepared by the Planning Director and also declared the Master Plan to be consistent with the City's General Plan, and WHEREAS, the Water Commission has reviewed the Master PLl^c their December 11, 1991 meeting and recommend acceptance and approval by the Board of Directors. NOW, THEREFORE, the Board of Directors of the Carlsbad Municipal Water District hereby accepts and approves the District's new Water Reclamation Master Plan; /// //I /// /// /// /// /// - .
