Declaration of Stage 2 Water Alert
RECOMMENDED ACTION:
Rescind Resolution No. 730 which declared a Stage 4 Water Alert. Adopt Resolution No.
/)&?a declaring a Stage 2 Water Alert.
ITEM EXPLANATION
Statewide water supply conditions have improved significantly over the past few months
due to heavy rains and snowfall, bringing the Sierra Nevada snowpack to about 80
percent of normal. The Department of Water Resources will be allocating an additional
15 percent State Water Project water to the Metropolitan Water District. Thus, on March
10, 1992, MWD increased water allocations to its member agencies. MWD’s Incremental
Interruption and Conservation Plan (IICP) has been reduced from Stage 5 (a reduction
of 31%) to Stage 3 (reduction of 17%).
Prompted by MWD’s action, the San Diego County Water Authority’s (Authority) Board
of Directors met on Thursday, March 12, 1992, and reduced the county’s 20 percent
conservation target to 10 percent. The Authority has the ability to use local resources,
unused IICP allocations, and the increased allocation from MWD to require only a 10
percent reduction from its member agencies.
Under the Carlsbad Municipal Water District’s (District) Ordinance No. 35, which was
approved and adopted on March 5, 1991, Stage 2 represents a mandatory 10 percent
reduction from the base year of July 1989 through June 1990. Ordinance No. 35 outlines
two mandated restrictions during a Stage 2 Water Alert. Those restrictions govern the
use of water for construction purposes. Primarily, all construction water must be
reclaimed water or nonpotable water, if available. In addition, prior to the issuance of any
building permits, a developer will be required to certify that a 10% reduction of the
projected average water usage for that development shall be achieved. The developer
will also be required to present a Plan to identify how 10% of the projected average water
usage generated by the development will be offset by reduction in water use by existing
customers. The Plan must be approved by the General Manager and its implementation
guaranteed before a building permit will be issued. The Plan implementation may be
guaranteed by installation or construction of the required improvements, or through
payments of fees as determined by the General Manager.
Following the Authority’s declaration of a 10% conservation target, a Stage 2 declaration
would satisfy the required 10% reduction.
Staff will present an update of the statewide water supply conditions.

FISCAL IMPACT
If a 10% reduction in water usage is realized, a corresponding reduction in District
revenue could occur. The District’s portion of the per unit water charge used to offset
District expenses is approximately 25 cents out of its total per unit charge. However, the
District’s inclining block rate schedule will minimize possible shortfalls. Additionally, the
District’s annual budgetary process assumes minimal increases in water sales. As a
result, the fiscal impact of a possible reduction of revenues due to a 10% reduction in
water usage would be minimal.

CARLSBAD MUNICIPAL WATER DISTRICT RESCINDING RESOLUTION NO. 730
AND DECLARING A STAGE 2 WATER ALERT
TO REMAIN IN FORCE UNTIL FURTHER NOTICE
WHEREAS, a number of rain and snow storms in both Southern and Northern California
have increased the water availability for Southern California; and
WHEREAS, the SAN DIEGO COUNTY WATER AUTHORITY has declared a 10 percent
reduction in deliveries to its member agencies; and
WHEREAS, the SAN DIEGO COUNTY WATER AUTHORITY will continue to assess
monetary penalties to member agencies that exceed the monthly allotments;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad
Municipal Water District as follows:
1. Due to the information received from the San Diego County Water Authority, the
Carlsbad Municipal Water District is calling for a 10 percent reduction in water use over the base
year 1989-90 consumption.
2. A Stage 2 Water Alert be declared in accordance with the District’s Ordinance No.
35, adopted on March 5, 1991.
3. Rescind Resolution No. 730 which declared a Stage 4.
PASSED, APPROVED AND ADOPTED at a meeting of the Carlsbad Municipal Water
District held on the 24th day of March , 1992, by the following vote, to wit:
