RECOMMENDED ACTION:
No action needs to be taken at this time. This is an informational item only.
ITEM EXPLANATION
Beginning July 1st of this year, the Metropolitan Water District is proposing to initiate a
service charge and a property parcel fee for everyone in the Metropolitan’s service area.
The property parcel fee will appear on the tax bills and will amount to $4.00 per acre for
properties 1 acre or more and $5.00 per parcel for properties less than an acre.
The service charge proposed amounts to approximately $188,000 to the Carlsbad
Municipal Water District or about $1 .OO per connection per month, based on 17,000
connections.
A representative from the Metropolitan Water District will be present to review the
background and need for these additional charges.
FISCAL IMPACT
Should Metropolitan institute the property parcel tax, there would be no direct impact on
Carlsbad Municipal Water District since the fee would be levied on the individual property
owner and be part of the tax bill, If Metropolitan institutes the service charge, the County
Water Authority would pass the service charge through to each of its member agencies.
This would result in a $188,000 service fee to the District. The fee would become part
of the District’s budget and could result in a $1.00 per connection per month charge
within Carlsbad Municipal Water District’s service area.
